The Commercial & Legal Division is responsible for managing:
- commercial arrangements for Victoria's toll roads
- contract management policies and procedures and awarding of contracts
- contract disputes and the contractor pre-qualification scheme
- and providing legal and associated services to VicRoads.
There are three business areas in this division.
This team protects Victoria’s commercial interests in dealings with the private sector for toll roads. They manage the complex, financial and legal arrangements as they affect construction and operational issues.
The Procurement and Contract Management team ensures VicRoads can achieve its project objectives through well-established contract management processes. This business area:
- supports development of tender specifications
- supports tender pre-qualification
- awards contracts for successful tenders
- manages post-tender issues arising from disputes and claims
- recommends contract policy for VicRoads staff
- provides staff training on contract and purchasing management.
Legal Services provides a range of legal and associated services to VicRoads including:
- providing legal advice
- management of litigation (other than construction disputes)
- developing Legislation
- responding to Freedom of Information requests and dealing with privacy issues.
- managing the contract with VicRoads main legal services provider.
John Rogan
John has held senior executive roles for almost 20 years in a range of Victorian government departments and worked principally in infrastructure roles since 1996. John was also Deputy Director-General of Transport NSW from 2000–2003.John has been Executive Director Commercial & Legal since mid-2008. He is responsible for the management of the toll road contracts and other major contractual issues.
John has Arts, Law (Honours) and Commerce degrees from the University of Melbourne and a Masters of Public Administration from Harvard University.
