What we do
Registration and Licensing (R&L) supports road safety outcomes through the management and provision of vehicle registration and driver licensing services to the Victorian community. In 2009/10, the business processed more than 22 million transactions.

Our structure
The Registration & Licensing Division is made up of four business areas:

Registration & Licensing Policy
The R&L Policy group is a team of 32 that is responsible for:

• developing operational policy
• undertaking impact assessments to make strategic policy initiatives operational
• improving data integrity and security
• developing and maintaining the broad range of content used by the R&L business in delivering services and accessed by the public through the VicRoads website and publications

Registration & Licensing Services
The R&L Services group consists of approximately 30 staff that manage external partner relationships.
This includes:

• major contracts such as number plates, mail processing, licence cards and registration certificates 
• confidentiality agreements
• relationships with government agencies on whose behalf we provide services 
• R&L services provided through the agency network and licensed testers
• business client support and training
• provision of vehicle securities data

Customer Services
Customer Services has over 760 staff that process registration and licensing transactions and respond to customer enquiries through our 41 Customer Service Centres, two major call centres, Driver and Vehicle Services group and the VicRoads website and mail. Customer Services is also responsible for:

• administering the demerit points scheme and medical review process
• undertaking driver licence testing and vehicle inspections
• the development and implementation of VicRoads Customer Service and Channel Management Strategy
• providing operational input into strategic policy and system development

Registration & Licensing Business Services
The Registration & Licensing Business Services group is responsible for the integration and alignment of various functions within the Registration and Licensing business such as:

• Strategy
• Business Services
• Capability Development
• Governance and Program Management
• Business Improvement
