International Projectsexports road-related consultancy services to many countries, predominantly those in the Middle East and Asia. In the last 20 years, International Projects has successfully managed more than 70 projects in over 25 countries for clients such as the World Bank, Asian Development Bank and foreign governments.
SprayLine is an Australian market leader in quality spray sealing and line marking services. Spray sealing involves spraying a thin layer of bitumen on the road and covering with stone. You typically see this surface on rural roads.
SprayLine operates commercially within Victoria, South Australia and New South Wales, competing in the open marketplace. SprayLine’s customers include municipal and state authorities and road construction contractors.
Technical Consulting is a source of engineering excellence. It ensures road design and traffic engineering standards and guidelines reflect national and international best practice. It plays a key role in keeping staff and contractors up to date with the latest in engineering practices through the technical training program.
Technical Consulting provides services and advice to VicRoads and other government departments about:
- geotechnical issues, civil and traffic engineering
- road, bridge and landscape design
- pavements
- road construction materials.
Road Services carries out all types of minor road and bridge construction, and routine maintenance services across the state. These services include:
- constructing new intersections
- reconstructing roads
- cleaning debris off roads
- cutting grass.
Road workers provide on-call, 24/7 immediate support for emergencies and accidents.
Property Services is responsible for:
- land and property matters, including surveying, sales and property acquisition
- ensuring VicRoads delivers services and meets statutory obligations through property management and securing staff accommodation
- maintenance requests for VicRoads managed sites.
IM&T manages and delivers a range of information and technology services to VicRoads. These include:
- Information communications technology (ICT) infrastructure provision

- business application development
- project delivery
- strategic planning
- policy development
- spatial and information services

Peter Mitchem has many years of experience in senior roles in the public and private sectors including the grain industry. He has been with VicRoads since 2002.
Peter is chair of the Austroads Capability Taskforce and a fellow of Chartered Secretaries Australia. He holds a Bachelor of Arts and a Master in Education.
