Bicycle helmets have been shown to be an effective measure for preventing serious head injuries to cyclists.
Research conducted for the Australian Transport Safety Bureau estimates that helmets reduce the risk of head injury by 60%.
The wearing of bicycle helmets became compulsory in Victoria on 1 July 1990. Under the law, the rider of a bicycle or a scooter must wear an approved bicycle helmet securely fitted and fastened on the rider’s head.
In addition, the rider of a bicycle must not carry a passenger on a bicycle unless the passenger is also wearing an approved bicycle helmet securely fitted and fastened on the rider’s head.
