VicRoads may grant permits for heavy 40' containers of export products to be transported by road to rural rail freight terminals on six axle articulated vehicles up to 45 tonnes gross vehicle mass under the following conditions:
- The bridges on the routes must have sufficient capacity and the roads must be suitable. The relevant municipalities must support the use of any local roads on the route;
- Travel must be within a 50 km radius of the rural rail freight terminal;
- The following minimum axle spacings must be complied with and the following mass limits must not be exceeded:

Note: High cube 9'6" (2.9m) high containers must be transported within
the legal height limit of 4.3m. This may mean using prime movers
with low profile turntables and low profile semi trailers.
- The tandem drive axles and tri-axles must be dual tyred; and
- No vehicle manufacturer's rating may be exceeded.
