As well as the general Victorian road laws, interstate car learner drivers must comply with the following restrictions:
- must display 'L' plates on the front and rear of the vehicle which are clearly visible from a distance of 20 metres
- must not drive a vehicle (other than a tractor) that is towing a trailer
- must have a zero Blood Alcohol Content (BAC) at all times when driving. It is also illegal to drive under the influence of drugs
- must carry their learner permit card at all times when driving or a stamped learner permit receipt when driving
- must not drive a motor vehicle (other than a tractor) unless an experienced driver is sitting beside the learner driver at all times when driving
- must not use a mobile phone, including hands free, hand held and any messaging while driving
Important Car learner drivers must comply with the above requirements when driving in Victoria even if they do not ordinarily apply in their home State. Failure to comply with any of the above requirements is an offence and carries severe penalties.
Learners must also comply with any conditions that have been applied to their learner permit by their home licensing authority. When travelling in Victoria, it is the learner's responsibility to make sure that they are aware of the conditions that apply to their learner permit.
