Replacing a licence or permit

If your current Victorian licence or learner permit card has been lost, stolen or damaged, you must apply for a replacement card as soon as possible.

If you are a probationary licence holder, under the age of 26 years or have a heavy vehicle licence, you must carry your licence at all times when driving or penalties will apply.

You can apply to replace your licence or learner permit card in the following ways:


Online
You can order a replacement licence or learner permit online (if a current photo image exists on VicRoads Driver Licensing System and you have no change of personal details). The replacement card will be mailed to you within 10 working days.

By telephone
You can call VicRoads on 13 11 71 (Mon-Fri 8.30am - 5.00pm, Sat 8.30am - 2.00pm) to check if a current photo image exists on VicRoads Driver Licensing System. If not, you will need to apply in person at a VicRoads Customer Service Centre.

If you have a current photo image, you can apply for a replacement card by:

  • providing your name and personal details
  • providing your licence number (if possible)
  • paying the replacement fee by credit card (Mastercard or Visa).

The replacement card will be mailed to you within about a week.

In person at a VicRoads Customer Service Centre
If you are attending a VicRoads Customer Service Centre you need to:

    If you have a current photo image on VicRoads Driver Licensing System, a replacement card using that image will be produced. If there are no changes to your personal details you will not need to bring evidence of identity documents.*

    If you do not have a current photo image, a new photograph will be taken and you will need to provide evidence of identity. If there are any changes to your personal details you must bring evidence of identity documents and evidence related to the change (eg evidence of residencechange of name documents).

    The replacement card will be mailed to you within about a week.

    *  Boat and personal watercraft licence replacement applications require evidence of identity documents.


    By Mail
    Send a completed Replacement Victorian Licence or Learner Permit form [PDF 914KB, 2pp] together with payment (cheque or money order) to:

    VicRoads
    Licence Correspondence
    Locked Bag 7000
    Kew VIC 3101


    Fees
    You will be required to pay a licence replacement fee.


If you have a current photo image on VicRoads Driver Licensing System, a replacement card using that image will be produced and mailed to the address recorded on the Driver Licensing System.

In cases where there is no photo image and you cannot attend a  VicRoads Customer Service Centre, you will need to complete a Photo Kit form [PDF 95KB]. You can ask for a photo kit to be mailed to you by calling 13 11 71 (Mon-Fri 8.30am - 5.00pm, Sat 8.30am - 2.00pm).
