Evidence of Identity documents

On 1 July 2006, VicRoads made changes to evidence of identity requirements. The key changes include:

  • A change of name certificate issued by the Registry of Births, Deaths and Marriages will be required when varying a given name
  • VicRoads will cease accepting birth extracts as primary evidence of identity
  • VicRoads will cease accepting Keypass cards and statements of enrolment at educational institutions as secondary evidence of identity

 

These changes are designed to reduce the potential for identity fraud and are consistent with those adopted by transport agencies around Australia.

Evidence of identity documents are required to be presented to VicRoads when completing any number of different transactions. It is important to provide the correct original documentation outlined below, so VicRoads is satisfied of the identity of the person presenting before them.

When applying for a learners permit, drivers licence or registering any vehicle, it is essential that you provide the correct evidence of identity.

For transactions where multiple Evidence of Identity are required it is necessary to provide:


Primary and secondary evidence documents must be separate documents. For example, a driver licence cannot be used as both a primary and a secondary evidence.

All documents must be originals as supplied by the issuing authority. Photocopies, certified or otherwise, are not acceptable. One document must contain your signature. Primary evidence documents
One of the following current documents must be produced:

  • Australian passport in your name
  • An overseas passport in your name (1)
  • Document of Identity issued by the Passport Office (usually issued to travellers to Norfolk Island)
  • Australian police force officer or Australian Defence Force photo identity card (excluding civilian staff)
  • Consular photo identity card issued by the Department of Foreign Affairs and Trade
  • Australian birth certificate or change of name certificate issued by the Registrar of Births, Deaths and Marriages. Birth extracts will not be accepted. Birth Extracts and/or Commemorative birth certificates are not acceptable.
  • Australian naturalisation (2) or citizenship document (2), or immigration papers i.e. Visas (3) issued by the Department of Immigration & Multi-cultural Affairs or the Passport Office
  • NSW Photo Card (issued by NSW RTA from 14 December 2005)

One of the following documents that is current or expired by no more than two years:

  • Australian passport in your name
  • Australian photo driver licence
  • Australian photo learner permit
  • Australian Defence Force photo licence
  • Victorian boat operator photo licence
  • Victorian firearm photo licence

 
(1) An overseas passport that has expired by up to two years is acceptable if you can provide appropriate Australian documentation giving strong evidence of permanent residence (eg. a permanent or residency visa).

(2) If you are under 16 years of age the document (if issued prior to July 2004) may be in the name of a parent provided that you are also listed on the document. Your parent's licence must be sighted and the number recorded. If your parent does not hold a licence, a statutory declaration must be provided.

(3) For applicants under 18 years the document may be in the name of a parent or legal guardian provided that the applicant is also listed on the document. Your parent's licence must be sighted and the number recorded. If your parent does not hold a licence, a statutory declaration must be provided.

Secondary evidence documents
One of the following current documents must be produced:

  • State or federal government employee photo identity card
  • Medicare card
  • Pensioner Concession card
  • Department of Veteran's Affairs card
  • Current entitlement card issued by the Commonwealth
  • Student identity card
  • Credit card or account card issued from a bank, building society or credit union


OR

One of the following documents that is current or no more than one year old:

  • Passbook or account statement
  • Telephone, gas or electricity bill


OR

One of the following documents that is current or no more than two years old:

  • Water rates, council rates or land evaluation notice
  • Electoral enrolment card or other evidence of enrolment
  • Armed services discharge papers
  • Victorian Proof of Age Card issued by the Business Licensing and Regulation section of Consumer Affairs Victoria
  • Victorian Driving Authority photo identity card

Evidence of Victorian residence
If evidence of Victorian residence is not shown on the primary or secondary evidence documents, evidence of Victorian residence must be established by one of the following:

  • a Contract of Sale, lease, or rental document that shows your current address
  • a current renewal notice for a driver licence or registration


Where documentary evidence of residence cannot be established, a referee statement signed by a Victorian driver licence holder who has known you for 12 or more months may be accepted. The statement must include your name and address as well as the name and address of your referee. Your referee must provide the normal evidence of identity documents.

Differing names or change of name
Where there is a difference in names between the primary and secondary evidence documents, or to change a name, you will need one of the following documents:

  • Marriage certificate issued by a Registrar of Births, Deaths and Marriages in Australia
  • Divorce papers (bearing the name being reverted to)
  • Deed Poll (pre November 1986 in Victoria)
  • Change of Name Certificate (post November 1986 in Victoria)
