The Learner Kit, which includes the Guide for Learners with a learner log book and the Guide for Supervising Drivers is available free of charge to all learner drivers who obtain a learner permit for the first time from 1 July 2007. These guides outline the roles and responsibilities for both the supervising driver and the learner driver.
The learner log book requires the learner driver to record information such as the number of hours of driving, the types of roads driven on (eg freeway, local roads), the road conditions (eg wet, dry) and details of the supervising driver. The log book remains the property of VicRoads and can be retained. VicRoads will 'spot check' log books for accuracy and completion.
- It is an official learner log book issued by VicRoads (photocopies are not acceptable), and
- the learner driver and supervising driver have both completed and signed the Declaration of Completion, and
- the total number of driving hours recorded in the log book is at least 120 hours, and
- the total number of night driving hours recorded in the log book is at least 10 hours, and
- all supervising drivers have provided sufficient information about their identity, which includes their licence number (instructor's number for driving instructors) and signature, and
- all supervising drivers held a full (non-probationary) car licence at the time of the practice drives, and
- all details for each trip are complete, and
- a supervising driver has signed each trip entry
- any pages or parts of pages are damaged, illegible or missing
- log entries have not been completed in pen
- any entries have been deleted or modified using 'white - out' or similar methods
- the learner driver's details are not provided at the top of every page
- VicRoads is not satisfied that the entries are valid or complete
- forfeit any appointment and test fees made, and
- must wait at least six weeks before a licence can be undertaken.
The incomplete or incorrect log book will be returned to the learner driver for completion or correction prior to any licence test.
It is an offence to obtain, or attempt to obtain a driver licence through a false statement, misrepresentation or other dishonest means, including falsely completing any part of your learner log book. The maximum penalty is a significant fine or imprisonment for up to two months.
The Declaration of Completion is a legal statement that certifies the learner driver has completed a minimum of 120 hours (including at least 10 hours at night) of supervised driving experience which qualifies the learner driver to apply for a licence. The Declaration of Completion must be signed by both the learner driver and the supervising driver.
If the learner log book is lost, stolen or destroyed, you must obtain a replacement learner log book from VicRoads. A replacement fee is payable. The replacement log book must contain completed trip entries for the minimum total of 120 hours (including at least 10 hours of night driving) of supervisied driving.

The booklet is part of the Learner Kit which you will receive free of charge when you pass your learner permit test.
