High Powered Vehicle Restrictions

As part of Victoria’s graduated licensing system, new restrictions on driving high powered vehicles apply to all drivers who obtain their probationary licence after 1 July 2007.

The current and previous power to weight restriction will apply to any probationary driver who obtained a licence before 1 July 2007.

The new graduated licensing system is being introduced to help make younger drivers become safer drivers.

Each year 18 to 25 year olds are involved in crashes in which around 120 people are killed and 2300 are seriously injured. This is about one third of the Victorian road toll.

These new defined restrictions will make it easier for probationary licence holders to identify cars they can drive.

Applying for an exemption from the high powered vehicle restriction

The Road Safety (Drivers) Regulations 1999, automatically exempt anyone, from the high powered vehicle restrictions, who is driving the high powered vehicle in the course of his or her employment and at his or her employer’s request. Driving a high powered vehicle to and from work is permitted only where it is requested by the employer and in the course of employment. No exemption document is required from VicRoads in these circumstances. However, the onus is on the driver to provide evidence to the police if requested.

Exemptions beyond this may only be granted by VicRoads if the nature of the person’s employment and family circumstances is such that compliance with the restrictions would cause undue hardship to the person or the person’s family. In considering an exemption, VicRoads must also have regard to the likely effect of the exemption on safe, efficient and equitable road use in Victoria.

If an exemption is issued, it will be made conditional for a specific vehicle and will include conditions and restrictions on how and when the vehicle can be used. This information will be sent to you in writing and must be carried by you at all times when driving the high powered vehicle.
