Replacing a licence or permit

If your current Victorian licence or learner permit card has been lost, stolen or destroyed, you must apply for a replacement card with VicRoads as soon as possible. If you are a Probationary licence holder, under the age of 26 years or have a heavy vehicle licence, you must carry your licence at all times when driving or penalties will apply.

The new Victorian driver licence
From 23 November 2009, VicRoads is introducing a new and more secure learner permit, probationary licence and driver licence. When you renew or replace your licence from late November 2009, your card will be mailed to you within about a week. Select the image at the top of the page for more information.

You can have your licence or learner permit card replaced in the following ways.



Fee
You will be required to pay a licence replacement fee, refer to vehicle licensing fees


Online
You can order a replacement Learner Permit or licence online. The replacement card will be mailed to you within 10 working days.


By telephone
Call VicRoads on 13 11 71 (Mon-Fri 8.30am - 5.00pm, Sat 8.30am - 2.00pm) to determine if a stored image exists that is no more than five years old.

You will be required to:

  • provide your name and personal details
  • provide your licence number (if possible)
  • pay the replacement fee by credit card (Mastercard, or Visa)


The replacement card will be mailed to you within 10 working days.

In person at a VicRoads Customer Service Centre
If you are attending a VicRoads Customer Service Centre you will need to provide multiple evidence of identity documents of:

  • one primary evidence document (eg. Australian birth certificate or passport)
  • one secondary evidence document (eg Medicare card, credit/debit account card, student identity card, bank statement)
  • evidence of residence (if not indicated in the primary or secondary documents)


One of these documents must have your signature on it.

The replacement card will be issued immediately if a stored image exists on the Driver Licence System. If you do not have an stored image, a new photograph will be taken and your replacement card will be mailed to you within 7-10 working days.

By Mail
Send a letter with your details such as name, date of birth and address together with payment (cheque or money order) to:

If you have a stored image with VicRoads (that is no more than five years old) a replacement card will be mailed to the address recorded on the Driver Licence System.

In cases where there is no stored image and you cannot attend a VicRoads Customer Service Centre, you will need to complete a photo kit form, this can be mailed to you by calling 13 11 71 (Mon-Fri 8.30am - 5.00pm, Sat 8.30am - 2.00pm).
