The Intelligent Access Program (IAP) applies to concrete pump trucks which are operating under a permit above the gazetted mass limits for Special Purpose Vehicles (described in the VicRoads ‘Oversize & Overmass Special Purpose Vehicles’ Information Bulletin [PDF, 4,976KB, 16pp]).
Where a concrete pump truck requires IAP, permits will only be issued once the vehicle is fully operational under IAP.
