What are the benefits of IAP?
IAP has been developed as a national initiative to facilitate safer and more efficient use of the road network through better and more predictable compliance with road transport law.  The benefits of IAP are:

  • monitored vehicles operating more safely;
  • improved management of the road network and critical assets;
  • improved public perceptions and expectations of heavy vehicle movements;
  • improved management of environmental impacts from heavy vehicles; and
  • improved vehicle operating efficiency.
Transport operators who participate in the IAP are granted access or enhanced access to the road network, allowing their vehicles to travel on routes they would not otherwise be allowed to access. This access provides transport operators with the potential to:
  • improve productivity;
  • improve turnaround times; or
  • deliver a better service and price to customers.

In addition, employing an IAP Service Provider, may enable transport operators to obtain other fleet monitoring and value adding services, not related to the IAP.  These services may also assist transport operators to reduce their fuel consumption, thereby reducing costs and carbon emissions.

In Victoria, further benefits are related to potential future applications and enhancements to the current permit system, such as:

  • certain categories of heavy vehicles being granted access to a network of roads, as opposed to route based permits
  • longer (annual) permits, rather than the current single trip permits.


What does IAP monitor?
In Victoria, IAP monitors:

  • location/route;
  • time and date; and
  • tampering

IAP Service Providers report to VicRoads when:

  • the monitored vehicle has travelled somewhere other than the permitted route; and/or
  • the vehicle has travelled at a prohibited time; and/or
  • the In Vehicle Unit has been tampered with.


What equipment is required for IAP?
An In Vehicle Unit (IVU) is required to operate under IAP. The IVU is a telematics unit, which includes a GPS receiver, GPS antenna and cabling.  The IVU monitors and stores both GPS and vehicle data and transmits it to your chosen IAP Service Provider.  The IVU will be provided and installed by your chosen IAP Service Provider.

How do I obtain a permit when I am already operational under IAP?
This process applies to existing permit vehicles which are actively operating under IAP in Victoria.

  1. The Transport Operator applies for a permit using the Over Dimensional and Mass Permit Application [PDF, 39KB]
  2. VicRoads issues the permit which has IAP as a condition of access.  The nominated vehicle may then commence operating on the Victorian road network in accordance with the conditions specified.
  3. The IAP Service Provider monitors the vehicle against the conditions specified in the Intelligent Access Condition (IAC)* on a 24 hour, 7 day per week basis.
  4. Non-compliance with the IAP conditions, including tampering or malfunctioning of the In Vehicle Unit, is reported to VicRoads by the IAP Service Provider.
  5. VicRoads investigates non-compliant activity and determines what action is required.
  6. If necessary, VicRoads may issue the Transport Operator with a warning, infringement notice, undertake prosecution and/or withdraw the access permit.


* IAC (Intelligent Access Condition): The document by which a vehicle is granted access to the road network by VicRoads under IAP. This document is automatically generated by the IAP Service Provider after the Interim IAC is processed. The IAP Compliance Certificate is issued as evidence of this.

Is there a change in permit duration under IAP?
The duration of permits has increased for a limited number of vehicles and may increase for other vehicles in the future.  VicRoads aims to eventually increase the duration of permits, by developing networks that various types of vehicles will be able to access, which will eliminate the need for short term, trip based permits.
