The Melbourne CityLink Act 1995 (No. 107 of 1995) is the principal legislative instrument covering the development operation and management of the Melbourne City Link toll road. Numerous amendments have been made over the years and a consolidated version may be found at:

The Exhibition Street Extension was not part of the original CityLink Project. This Project was developed under legislation know as the Melbourne CityLink (Exhibition Street Extension) Act 1998 which amended the Principal Act.
In 2006 the Government and Transurban reached agreement on a program to add 2 new lanes (one in each direction) to the Monash Freeway between Dandenong and just East of Glenferrie Road, the Southern Link between the same point and the start of the Domain and Burnley tunnels and the WestGate Freeway between Sturt Street in South Melbourne and Williamstown.
Legislative amendment to provide for this project were included in the Road Legislation (Projects and Road Safety) Act 2006.
This Act made significant changes to the Melbourne CityLink Act 1995 but also added a schedule (Schedule 5A - Specific Provisions relating to the M1 Redevelopment Project) to the Roads Management Act.
The Concession Deed (the principal contract between the State and Transurban) was initially published as Schedule 1 to the Melbourne City Link Act 1995 (the Act). However amendments to the Act made in 2000, provided that the Concession Deed may be published as a separate document.
There have been a number of amendments to the Concession Deed since it was originally signed in 1995.

The M1 Corridor Redevelopment Deed formed Annexure C to the Melbourne City Link Twenty Second Amending Deed which was entered into by the parties to the Deed on 22 August, 2006.
On general terms, the Redevelopment Deed set out the agreement between the parties for the M1Corridor Redevelopment (now known as the WestGate-CityLink-Monash Upgrade Project).
This consolidated version was prepared by Clayton Utz, incorporating amendments up to and including the M1 Corridor Redevelopment Deed As Amended By The Third Amending Deed dated 24 May 2010.
