Local Government

VicRoads, in partnership with local government, is responsible for managing and providing safe and efficient road networks at State and local levels that best meet the needs of the community. At the State level the network provides the state's principal routes for private and commercial travel and on-road public transport.

As part of its relationship with municipalities, VicRoads has established a program of official visits to municipalities, with each municipality visited once every three years. The purpose of the visits is:

  • to strengthen the partnership between local government and VicRoads in the management of a safe and efficient road system (that supports economic and regional development);
  • to provide VicRoads senior management with a clear understanding of the strategic issues (including local and regional economic development, network development and maintenance, funding) facing local government, together with Council priorities for improvement works, to assist in the shaping of future actions and policy decisions;
  • to facilitate information exchange on broader government strategic directions as a means of assessing funding, program and service delivery priorities; and
  • to provide feedback to VicRoads on the efficiency of its service delivery and relevance of its programs and strategies to the needs of local government.

Issues regularly considered between VicRoads and municipalities include:

  • Strategic land use and transport planning issues for the municipality that could be expected to influence future road needs and priorities. These issues would include future development and other factors influencing travel patterns;
  • Road network hierarchy and access control issues;
  • Road conditions, traffic congestion, or road crash issues affecting road program priorities;
  • Effectiveness of current maintenance and improvement programs; and
  • Integrated transport strategies including road based public transport

Regular meetings are also held with the Municipal Association of Victoria at an executive level to identify and address issues of interest to local government. Recent issues addressed with the Municipal Association of Victoria include the development and implementation of the new Road Management Act 2004, native vegetation controls on roads, street lighting, siting of education facilities, safe operation of waste collection vehicles, school speed zones and road funding.
