VIP offers those planning to buy a second-hand vehicle with a quick and easy way to obtain important information prior to purchase. A VIP can be purchased for a car, truck, bus or motorcycle.
A VIP is a package of information issued by VicRoads that provides vehicle buyers with a detailed record (excluding private information) about any Victorian registered vehicle, giving potential buyers peace of mind and enabling them to make an informed purchase decision.
- A VIP provides the latest information recorded on VicRoads systems including:
- Written-off vehicle damage reported for the vehicle, including the date, type and severity of damage where applicable
- Whether VicRoads has been notified that the vehicle is reported as being stolen
- Whether the registration is current, expired, suspended or cancelled
- The Vehicle Identification Number/chassis number and engine number
- The make, body type and year of manufacture
- The number of times the vehicle has been transferred, and the postcodes where it has been garaged within Victoria
- Whether any financial institution, enforcement agency or individual has a registered security interest over the vehicle.
To purchase a VIP, VicRoads requires the:
- vehicle registration number;
- vehicle identification number (VIN);
- engine number stamped onto the vehicle.
These are the vehicle identifiers of the vehicle that you intend to buy, to confirm that the vehicle you are looking at matches the vehicle on VicRoads’ systems. The purchaser should not rely on the vehicle's registration label to check these vehicle identifiers.
The manufacturer’s handbook will assist you in locating the VIN and engine number. Any mistake in the vehicle identifiers may cause the information in the VIP to be incorrect and it is the purchasers' responsibility to check that the vehicle identifiers in the VIP match those on the vehicle you intend to buy.

The information included in a VIP is directly captured from a number of VicRoads records at the date and time of the request. The VIP is based on information supplied to VicRoads by past and present registered operators, Police, interstate registration authorities, insurers and financial institutions.
All information in the VIP is provided without liability or responsibility for its accuracy. VicRoads accepts no liability for any loss incurred by you or another person as a result of reliance on the information in the VIP.
- A VIP should be purchased no longer than 24 hours BEFORE the vehicle is to be purchased.
- A Certificate of Registered Security Interests (Part 4) of the VIP protects a purchaser from repossession by a financial institution, if the vehicle is purchased within 24 hours of its issue.
- A VIP should be considered as an information report and not a Certificate of Title.
- The information contained in the VIP is only current at the specific time the VIP package is produced; details may change at any time after it is issued.
