The State Government’s commitment to public transport
VicRoads is committed to contributing to the Government’s Growing Victoria Together target to increase public transport usage from 9% to 20% of all motorised trips by 2020. This target has helped shape Government objectives and priorities for transport outlined in:
Melbourne 2030 – Planning for sustainable growth (2002),
Linking Melbourne: Metropolitan Transport Plan (2004)
Meeting our Transport Challenges (2006)

VicRoads and Public Transport
One of VicRoads' functions is to manage the road network in a way that gives priority to Public Transport.

Priority actions for VicRoads detailed in Strategy 2.1 of Linking Melbourne – which is about improving the reliability and flow of road based public transport – include:

  • Implementing reliability improvements for trams, middle and outer suburban SmartBus cross-town routes, and on the Eastern Freeway-Hoddle Street-Victoria Parade
  • Improving route operation for trams and buses using innovative traffic signal linking and tram and bus priority systems
  • Using dedicated full-time and part-time tram and bus lanes to separate cars from trams and buses
  • Implementing new delineation standards for public transport, such as red pavement for bus-only lanes
  • Developing Park and Ride facilities at strategically located train stations and tram and bus interchanges
  • Providing comparative travel time information to encourage mode shift
  • Developing an education program for motorists in support of tram priority measures
  • Reviewing road rules and enforcement measures relating to public transport priority and passenger safety.

Principal Public Transport Network
The Principal Public Transport Network (PPTN) is defined as all tram routes, and certain bus routes, mostly along arterial roads linking major centres. In the long term, it is envisaged that all PPTN bus routes and all tram routes will be upgraded to improve travel time and reliability of services, in addition to providing the required Disability Discrimination Act compliant passenger facilities. Priority One newsletter
A key principle of Linking Melbourne: Metropolitan Transport Plan is making better use of existing roads by giving priority to public transport.
