VicRoads has developed a resource kit for planning and operating public transport on roads. The kit is designed to help VicRoads and other organisations that provide for public transport to integrate the needs of public transport into their day-to-day work.
The Resource Kit for Public Transport on Roads brings together new and existing guidelines for developing projects and traffic management improvements that will improve bus and tram travel times, reliability, efficiency and safety for passengers and other road users.
The guidelines in the Resource Kit are:
Bus Stops are an important part of the public transport network, providing services for both passengers and vehicles. The Bus Stop Guidelines take into consideration the passenger waiting areas and the bus stopping areas, with particular reference to DDA compliance and the passenger facilities which should be incorporated. The following document provides guidance in the development of new and upgraded bus stops on the network.

Bus stops found in urban and rural areas have different criteria than those found in metropolitan Melbourne. The Shoulder Bus Stop guidelines are intended to provide information on the design and intended operation of both passenger waiting and bus stopping areas for buses.

Bus priority is implemented to provide buses with more road space or traffic signal time to allow services to operate more reliably and efficiently. The following document highlights certain road treatments which can help buses to move better through the road network.

Providing priority for trams is an important way of managing congestion on the roads by increasing the attractiveness of tram services. The travel time and reliability of tram services can be improved by providing trams with road space clear of other vehicles, increased traffic signal time and priority and by a range of other traffic management measures.
VicRoads is currently reviewing the Tram Priority Guidelines.
To meet road design needs for the construction of platform tram stops in medians and safety zones, Road Design Notes are provided. Road Design Note 3-32 Accessible Tram Stops in Medians (Nov 06) was produced in November 2006, and Road Design Note 03-33 Accessible Tram Stops in Safety Zones was produced in July 2007.
VicRoads has recently released a set of guidelines for the installation and development of taxi ranks. These guidelines tackle such issues as taxi rank location, pedestrian facilities and DDA compliance, and the needs of the vehicles.

Victoria's passenger bus fleet is being progressively replaced with Ultra Low Floor (ULF) buses over the next 20 years to meet the requirements of the Commonwealth Disability Discrimination Act 1992. It is important that all bus routes provide a high level of service, comfort and safety for all bus passengers. The brochure provides guidelines for designing traffic management treatments to meet the needs of ULF buses on local roads.
