Vehicle registration concessions

Concession card holders and their spouses or domestic partners may be eligible for a discounted rate for vehicle registration. They may also be eligible for the six month registration renewal option of payment.


Eligibility and conditions

You can apply for a concession on your vehicle registration if you or your spouse or domestic partner are a Victorian resident and the holder

  • a Pension Concession Card; or
  • a Health Care Card; or
  • a Gold Repatriation Health Card


The concession card must be current on the start date of the registration period of the vehicle.

If a spouse or domestic partner not shown on the concession card wishes to claim a concession a copy of a marriage certificate or a statutory declaration from both parties is required.

Vehicles registered at the concession rate:

  • must be in the name of the card holder, spouse or domestic partner of the card holder. Where both the name of the card holder, spouse or domestic partner appear on the same card, the concession may only be applied to one vehicle. The vehicle must be registered in one of the names that appear on the card.
  • can be used only for social, domestic or pleasure purposes
  • Health Care Card holders must have a current Victorian residential address


Please note: If the name of the registered operator differs due to marriage, the applicant is required to provide a copy of a marriage certificate or statutory declaration. In any other situation, a statutory declaration stating that the person who is the registered operator and the concession card holder/spouse of the concession card holder is one in the same person, is required.


Pension Concession Card

Eligible pensioners pay 50% of the registration and Transport Accident Commission (TAC) charges. They can also elect to renew their registration for either 6 or 12 months. Read more about the six month registration renewal option.

Only one vehicle can be registered at the concession rate.

Health Care Card

Eligible pensioners pay 50% of the registration fee and the full Transport Accident Commission (TAC) charge. They can also elect to renew their registration for either 6 or 12 months. Read more about the six month registration renewal option.

Gold Repatriation Card
Embossed with TPI (Totally and Permanently Incapacitated), EDA (Extreme Disability Adjustment) or those that are supported by a letter confirming eligibility under Section 22 (100% or higher) of the Veteran's Entitlement Act 1986 from Department of Veterans Affairs are available for the following concession on vehicle registration. Eligible pensioners are exempt from paying the registration fee and pay 50% of the Transport Accident Commission (TAC) charge. All other Gold Repatriation cards (including War widows/Widowers)
Eligible pensioners pay 50% of the registration and Transport Accident Commission (TAC) charges. They can also elect to renew their registration for either 6 or 12 months. Read more about the six month registration renewal option.

Gold cards embossed with 'Dependant' are not eligible for registration concessions.

Veterans are entitled to concession on one vehicle, and one boat if written confirmation from the Department of Veterans' Affairs is provided.

If you hold a Gold Repatriation Health Card you may also be exempt from paying motor vehicle duty when you purchase a vehicle. The Department of Veterans' Affairs will determine your eligibility and provide you with written confirmation.



Claiming the concession
The Health Care Card concession may be claimed by paying the registration renewal and showing your Health Care Card at:

A Pension Concessionor Gold Repatriation Health Card must be recorded on your registration record before the concession amount can be paid. The card must be sighted by VicRoads either:


Once the concession amount is recorded, registration renewal payments can be made by:

  • mail to VicRoads at GPO Box 1644, Melbourne, VIC 300; or
  • Bpay (internet or phone); or
  • Maxi (internet or phone); or
  • attending an Australia Post Office or a bank; or
  • calling VicRoads on 13 11 71 (Mon-Fri 8.30am - 5.00pm, Sat 8.30am - 2.00pm). You can pay by credit card (Visa or Mastercard); or
  • visiting a VicRoads Customer Service Centre (Mon-Thu 8.30am - 4.30pm; Fri 8.30am - 5.00pm). You can pay by cash, cheque, EFTPOS or credit card.
