Rally Permit Scheme

The Rally Permit Scheme caters for vehicles used in rallies organised by a VicRoads approved national motorsport organisation. The Confederation of Australian Motor Sport (CAMS) is the only organisation approved by VicRoads at this stage.

Difficulties experienced with the process of conditionally registering vehicles used for rallies, with restrictions on the future transfer of the vehicle registration has necessitated the development of a process that clearly differentiates rally vehicles from other registered vehicles. The scheme has been further revised to ensure that only vehicles recognised by CAMS Eligibility Committee can be issued with a rally permit.

The Rally Permit scheme is essentially a 12 month Unregistered Vehicle Permit (UVP) with a unique series of number plates.

Requirements for the issue of a Rally permit
To be eligible to apply for a Rally permit you must be a member of a car club affiliated with a VicRoads approved National Motorsport organisation (ie. Confederation of Australian Motorsport) and be the holder of either:

  • National Rally Licence (or a higher level competition licence); or
  • an international Rally Licence


On the initial issue of a Rally permit, you will be required to submit:

  • a completed application form;
  • proof of possession of an approved competition licence (photocopy required);
  • proof of possession of a VicRoads approved vehicle log book (photocopy of vehicle details page required);
  • either a current Victorian Certificate of Roadworthiness or a Scrutineers Form from a VicRoads approved national motorsport association


Conditions of Use
1. A Rally Permit is a 12 month Unregistered Vehicle Permit (UVP) which permits the use of a vehicle for the following purposes:

  • during approved rallies conducted by a club affiliated with a national motorsport organisation approved by VicRoads
  • ie associated transport stages of an approved rally
  • travelling to or from an approved rally
  • in testing the vehicle for an approved rally (letter from CAMS permitting test is required)
  • for reasonable travel to and from a place of repair and for reasonable testing to confirm repair


2. That the operator of the vehicle must be the holder of a:

  • current National Rally Licence (or higher level competition licence) or;
  • a current International Rally Licence
  • an alternative competition licence approved by VicRoads.


3. That a log book of a type approved by VicRoads is also maintained and carried in the vehicle when in use (CAMS logbooks are the only approved type).

4. That the permit is not transferable.


Approved National Motorsport Organisations
Currently the only organisation approved as part of the Rally Permit scheme is the Confederation of Australian Motorsport (CAMS)

Refunds
Refunds are not available for Rally Permits if the period for which the permit was issued has commenced.

Number Plates
Number Plates for Rally Permits consist of 4 digits followed by the letters RP.

They are navy blue background with white characters.

If a number plate issued under the Rally Permit scheme is lost, damaged, stolen pr destroyed, a new number plate with the next available sequential number will be issued. The original number plate will not be reproduced. If one plate is lost or destroyed, the other must be returned and a new set (with a new number) will be issued.
