Project overview
VicRoads is undertaking a planning study that investigates integrated transport options to improve the operation of Hoddle Street, from the Eastern Freeway to just north of the M1 Freeway (Citylink).
Demand along this corridor is high due to the differing modes of transport competing for use and the number of east-west arterial road connections intersecting with Hoddle Street including Johnston Street, Victoria Parade, Bridge Road, and Swan Street.
The extensive planning study will consider all the complex social, environmental and economic issues to understand the feasibility of various transport solutions, and will be examined within the context of the wider transport network to identify key issues relating to public transport efficiency and reliability, land use and transport planning, and safety.
Consultation with the local and wider community has played an important role throughout this study by informing the planning team of impacts for developing sustainable transport solutions that consider all modes of transport along this corridor.

So far the extensive planning study has considered all the complex social, environmental and economic issues for improving all forms of transport along Hoddle Street. The preliminary broad solutions developed are based on community and stakeholder input and range from public transport solutions for buses to integrated solutions for all road users at all levels (street, air, underground), including pedestrians, cyclists, public transport users and general traffic along the corridor.
We have undertaken extensive community and stakeholder consultation to understand the issues. Your input has been important in helping us better understand key issues relating to congestion, public transport, pedestrian and bicycle use, land use planning and urban design
The suggestions and improvements you have provided so far have been shared with our technical consultants, this information provides direct input into the planning study, and will be included in the study report.

VicRoads has undertaken extensive community and stakeholder consultation to understand the full range of issues. Suggestions and improvements provided have been included in the development of a range of broad solutions for the corridor.
A study report providing information on the work done to date will be released to the community in mid 2011. The outcomes of the Doncaster rail study will influence the development of solutions for Hoddle Street. Any further investigations relating to the Hoddle Street Study will need to properly consider the long term implications of a Doncaster rail line on the operation of Hoddle Street.
Given the range and complexity of issues along the Hoddle Street corridor, community and stakeholder input is an important part of the process in helping to further understand the key issues.
The Hoddle Street online forum is currently closed, however you can still view what people have been saying, view the suggestions and improvements that have been raised and Stakeholder and Community Issues Report.
Consultation activities for community and stakeholder involvement to date have included:
- Individual interviews and meetings with key stakeholder groups;
- Establishment of an Advisory Group made up of key stakeholders and community members;
- Council briefings and meetings with individual Councillors;
- Online community forum;
- Website including feedback options;
- Production and wide distribution of information flyers to explain the study and to seek community input to understand interests and issues; and
- Local media advertising and online promotion activities.
Information gathered from the community, local councils and stakeholders through these consultation activities has helped us to understand the key issues and what’s important.
So far, we have undertaken background work and technical investigations to understand the current role of Hoddle Street and the key issues relating to land use and planning.
This includes investigations on pedestrian and bicycle counts, bus and tram travel times, turning movements and traffic surveys. The information collected will help inform what the best options are for the Hoddle Street transport corridor.

The Hoddle Street Stakeholder Advisory Group has been established to inform the planning of Hoddle Street, it ensures current and emerging issues are considered in the development of options.
The group is chaired independently by Dr Scott Phillips and includes community, local industry and council representatives.
