Principles for classification of freeway and arterial roads
VicRoads is responsible for the management and development of the major arterials of Victoria’s road network. These roads which comprise around 22,300 kilometres and approximately 880 roads are classified as Freeways and Arterial Roads. The responsibilities for maintenance of specified parts of the road reserves are allocated under the Road Management Act 2004 to particular responsible road authorities, generally either VicRoads or the relevant municipal Council.
The majority of the other roads that make up the balance of Victoria’s road network are predominantly managed, maintained and developed by the 79 local municipal Councils (128,000 km), the Department of Sustainability & Environment and other Government organisations (50,000 km).

VicRoads (Roads Corporation) is established under the Transport Act 1983 and one of its functions is to maintain, upgrade, vary and extend the State’s freeway and arterial road network.
The Road Management Act 2004 (RMA) has established the framework for the management of public roads in Victoria, which applies to road authorities such as Councils, VicRoads and other State road authorities. Details of the individual public roads managed by a particular road authority are recorded in each road authority’s individual Registers of Public Roads.
Maps of Declared Roads, an interactive internet application used to view, search and print electronic maps of roads in Victoria and identify Freeways and Arterial Roads referred to in VicRoads Register of Public Roads.
Section 14 of the Road Management Act 2004 includes the following principles that VicRoads must consider prior to declaring a road to be a Freeway or Arterial Road, and further sets out the form of notice and procedures that apply to such a declaration.
VicRoads must consider if the road:
a. Provides a principal route for the movement of people and goods:
- between major regions of the State; or
- between major centres of population or between major metropolitan activity centres; or
- to major transport terminals; or
- across or around cities; or
b. Is a major route for public transport services; or
c. Has State-wide economic or tourism significance; or
d. Provides necessary connections between arterial roads.
