On 11 October 2006, Transport Minister Peter Batchelor and Member for Narre Warren North, Luke Donnellan officially opened the Hallam Road duplication five months ahead of schedule.
The duplication is a $9.9 million project funded by the State Government. The works involved duplicating the existing road to provide two lanes in each direction from north of the Hallam Bypass to James Cook Drive.
Minor finishing works are ongoing, including landscaping which is to be completed in Spring 2007.

Hallam Road is an important link between the Hallam Bypass and Heatherton Road. Hallam Road has been duplicated from north of the Hallam Bypass to north of James Cook Drive to provide two lanes in each direction.
The Hallam Road / Belgrave-Hallam Road intersection has been realigned so that Belgrave-Hallam Road provides a signalised T-intersection with Hallam Road. Traffic signals have been provided at the James Cook Drive intersection. Bicycle lanes have also been provided to improve safety for cyclists.

The Hallam Road duplication provides the following benefits:
- Improved traffic flow and reduced delays;
- Improved safety for road users;
- Improved access to local facilities;
- Providing cyclists with safer facilities.

VicRoads ensured that the environmental aspects of the project were managed effectively. An environmental management plan was developed, and VicRoads has worked with the Department of Sustainability and Environment (DSE) and Council to ensure that environment protection requirements were met. The project team conducted environmental studies, including flora and fauna surveys prior to construction.
VicRoads in conjunction with the City of Casey has completed planting 600 trees at Frog Hollow Reserve and 1000 River Red Gum seedlings, previously collected from the old River Red Gum on Hallam Road, at Frog Hollow Reserve and Gunns Road Reserve.
VicRoads and Winslow Constructors has completed planting of up to 400 plants at the Belgrave-Hallam Road/ Hallam Road intersection in spring 2007.
Further planting of native vegetation will be conducted as part of landscaping works to be undertaken during autumn 2007.

VicRoads appreciates the feedback it receives from local residents, businesses, schools and community groups regarding the project and encourages this feedback. An information session for residents was held in mid October 2005 at Frog Hollow Reserve which provided an excellent opportunity for community involvement in the project.
Throughout the project VicRoads has provided updates to keep the local community aware of progress. Members of the community are invited to visit the project office at 40 Belgrave-Hallam Road, Hallam to discuss project matters and view plans.
