Planning is underway for the future upgrade of the Hume Highway from Kalkallo to Beveridge to a freeway-standard road. This would improve safety along this busy route north of Melbourne by eliminating the existing local road intersections and removing direct access from properties.
VicRoads is seeking amendments to the City of Hume and Mitchell Shire Planning Schemes to set aside reservations for future service roads and connections. This will restore local access to landowners once the highway is upgraded.
No time frame or funding has been announced for upgrading of the highway to freeway standard.

The Planning scheme amendments were exhibited for six weeks from Thursday 1 November until Friday 14 December at VicRoads Northern City Projects office, the City of Hume Broadmeadows office and at the Shire of Mitchell in Broadford.
The period for the community and stakeholders to make formal submissions closed on Friday 14 December.

The exhibition of the Planning Scheme Amendment documents provided the formal opportunity for the community and stakeholders to make written submissions on all or any of the route options for consideration by an independent panel. Following a public hearing, where submitters may make presentations in person, the Panel will make recommendations to VicRoads. As the Planning Authority, VicRoads will then consider the recommendations report and then seek the approval from the Minister for Planning, who will make the final decision on the access restoration options.
Planning Panels Victoria held a Directions Hearing on Wednesday 16 January 2008. Following the Directions Hearing, the Panel is scheduled to hold Hearings for the C90 Amendment to the Hume Planning Scheme and C47 Amendment to the Mitchell Planning Scheme in February and March 2008.
