Following extensive investigations and community consultation, the Victorian Government has determined that the final alignment for the Princes Freeway – Traralgon Bypass will be along route options known as W1C and E2D.
Figure 1 illustrates the adopted Princes Freeway - Traralgon Bypass alignment.
State Planning Minister Justin Madden signed off on Amendment C42 to the Latrobe Planning Scheme in late June 2009. This amendment identifies land to be reserved for the future Princes Freeway – Traralgon Bypass.
The timing for the construction of the Princes Freeway - Traralgon Bypass has not been determined at this stage. However, the Planning Scheme Amendment will ensure that the land is reserved for future construction when funding becomes available.
Within the area of the Public Acquisition Overlay, the construction of a building or the construction or carrying out of works will require a Planning Permit from the Latrobe City Council. Any permit issued may be subject to conditions sought by VicRoads, as the agency that will be acquiring the land.
Within the area of the Design and Development Overlay, but outside of the Public Acquisition Overlay the construction of various specified types of development will need to include noise attenuation measures to the satisfaction of VicRoads.
Areas subject to the Environment Significance Overlay require planning permits for building works from Latrobe City Council. The Coal Buffers policy and decision guidelines within the Latrobe Planning Scheme set out considerations that would be applied to residential use planning applications under this Overlay.
If your property is to be subject to a Public Acquisition Overlay, then it will ultimately be acquired by VicRoads for the Princes Freeway – Traralgon Bypass. However, VicRoads does not require your property until just before construction commences. You may therefore continue to live in and enjoy your property, subject to the previously mentioned controls on developments.
If you wish to sell your property that is subject to a Public Acquisition Overlay and you are unable to obtain a fair market price, then you should contact VicRoads. Similarly, if you wish to develop your property and this is refused, then you should contact VicRoads to seek further information.
If your property is subject to a Public Acquisition Overlay, then compensation is payable according to the provisions of the Land Acquisition and Compensation Act 1986.
Land for the Traralgon Bypass would not need to be acquired until close to the commencement of construction (some time in the future). Further discussions will be held with landowners closer to the time of construction.
