Traffic Engineering Manual Volume 1 - Traffic Management

TEM Vol 1- Cover This Manual has been issued by VicRoads to provide guidance for the best practice of traffic engineering in Victoria. It supplements the guidance provided by the Austroads Guide to Traffic Management series of publications. Volume 1 covers traffic management generally, and Volume 2 covers signs, markings and delineation.

Practitioners throughout Victoria must ensure that the procedural and regulatory requirements are followed. VicRoads requires that traffic engineering treatments on declared freeways and arterial roads in Victoria comply with these guidelines, wherever practicable. Practitioners should only allow departures from the guidelines in special circumstances where they can be justified on the basis of good engineering principles or a risk assessment. In the interests of uniformity, Councils are encouraged to comply with these Guidelines for traffic engineering treatments on municipal roads.

This Volume covers regulatory requirements; the design of intersections; railway crossings and facilities for pedestrians and bicycles; road lighting; speed limits; local area traffic management; parking; design for trucks, buses and trams; and other traffic management issues.

VicRoads continues to update to each chapter of Volume 1 and progressively release in both hardcopy form and on this website.

Chapter 11 - Railway Level Crossings has been rescinded and is currently being reviewed. A new version will be released in 2010.
