VicRoads - Register of Public Roads

1. Introduction 
The Road Management Act 2004 (RMA) requires that a road authority, such as VicRoads, keep a Register of Public Roads showing the roads for which it is the Coordinating Road Authority (CRA). VicRoads, Councils and other road authorities each have separate Registers of Public Roads. The VicRoads Register only includes details of the roads for which VicRoads has responsibilities.

VicRoads is generally responsible for the overall management and development of the major arterial component of Victoria’s road network (ie the declared roads being freeways, arterial roads and some non-arterial state roads), which make up around 15% of the roads in the State. Responsibilities for maintenance of specified areas within declared road reserves are allocated under the RMA to the relevant Responsible Road Authority (RRA). In the case of arterial roads, VicRoads and the municipal Councils are generally the relevant RRAs (see next section for further explanations)

Generally, a person searching the VicRoads Register can establish if a particular road is included and thereby conclude that VicRoads is the initial point of contact. If a road is not included, it will be the responsibility of another road authority such as the municipal Council, which could be determined by checking in the relevant Council’s Register of Public Roads.

VicRoads Register of Public Roads comprises the information in sections 1, 2, 3, 4 & 5 of this document, including the attached files Part A & Part B, which contain the detailed records for the roads. Other information such as in sections 6, 7 & 8 on this web page is not part of the VicRoads Register.

The Register will be updated every few months on this web site, however the information (as applicable) is only current to:

  • the "Published date" shown above, (applies to text on this web page)
  • the "Date of publication" shown in Part A, (applies to Part A only)
  • the "Date of Publication" shown in Part B. (applies to Part B only)

As a general guide, for any matter relating to:

  • Freeways (excluding Melbourne City Link & Exhibition Street Extension) contact VicRoads
  • Melbourne CityLink or Exhibition Street Extension (Batman Ave) contact CityLink (See More Information and Services below).
  • EastLink contact ConnectEast (See More Information and Services below).
  • Non-Arterial State Roads in VicRoads Register (such as Federation Trail), contact VicRoads.
  • Arterial Roads, in regard to:
    • Coordination matters including works and infrastructure or development and use of any part of the road reserve, contact VicRoads, or
    • Operational matters including traffic management, maintenance, hazards and repairs refer to the following table:

Part A contains the following elements:

  • Introduction

4. What other details are in VicRoads Register? (Part B)   
Schedule 1, clause 2(f) of the Road Management Act 2004 allows a road authority to include other matters in its Register. Some of these matters are included in Part A and further matters are included in Part B.

5.1 Contact details 
Government Gazette notices referenced in the VicRoads Register may be viewed at some public libraries or online (not part of VicRoads Register).

In relation to the roads included in the VicRoads Register of Public Roads, for assistance and more information about:

  • Emergency road conditions, traffic signal faults, freeway help phones, traffic accidents and delays within Victoria, phone 13 11 70 (24 hour service)
  • Road maintenance, phone 13 11 71 (Monday to Friday 8.30 am - 5.30 pm, Saturday 8:30am - 2:00pm)

5.2 Road Management and Maintenance (Road Management Plan) 
VicRoads manages the roads (including ancillary areas) for which it has responsibilities under the Road Management Act 2004, in accordance with VicRoads Road Management Plan (not part of the VicRoads Register). These roads include the freeways, arterial roads and any other roads specified in the Plan.

The Road Management Plan comprises the following documents:

  • VicRoads Road Infrastructure Management System (Schedule A), which sets out details of the management system to be implemented by VicRoads in the discharge of its duty to inspect, maintain and repair roads.
  • VicRoads Road Maintenance Standards (Schedule B), which are the standards and policies in accordance with which VicRoads performs its road management functions. Schedule B, Part 6, Table 4 in the Plan indicates the Road Maintenance Category for each road or section of road and these categories are also shown in the Register of Public Roads (Part A), however the Register is not an “incorporated document” in the Plan.

5.3 Terminology 
Some of the terms relevant to understanding the information in VicRoads Register include: 

  • Coordinating Road Authority (CRA) - has coordination functions and powers in relation to works and infrastructure and responsibility for overall management of the roads. This role includes coordination of development and use of road reserves such as for transport purposes, utility infrastructure and leasing or licensing but also includes maintaining a Register of Public Roads, naming of roads and declaring controlled access roads.
  • Responsible Road Authority (RRA) - has operational functions and powers and responsibility for construction, inspection, maintenance and repair of the road infrastructure as assigned by the legislation or accepted by transfer arrangement.
  • Code of Practice - a document made by the relevant Minister, which provides practical guidance to the implementation of the RMA (eg Code of Practice for Operational Responsibility for Public Roads).
  • Urban area - is defined in the RMA and in general terms means areas with speed limits less than or equal to 60 kph or buildings on the land next to the road at specified intervals or street lighting at specified intervals. The demarcation between VicRoads and Council responsibilities for operational matters differs between urban areas and non-urban (rural) areas.
  • Roadway - the area of land in the road reserve developed for driving or riding of motor vehicles, but does not include a driveway.
  • Roadside - part of the area of land between the roadway shoulder and the road reserve boundary (property line).

6. Maps of Declared Roads (not part of the VicRoads Register)   





Maps of Declared Roads is an interactive internet application to view, search and print electronic maps of roads in Victoria and identify freeways, arterial roads and other roads referred to in VicRoads Register of Public Roads.
Note that Maps of Declared Roads is:

  • not part of VicRoads Register,
  • provided as supporting information only, to assist enquirers with a map view of the roads referred to in VicRoads Register.

7. Other roads for which VicRoads has responsibilities (not part of the VicRoads Register)   
The following are other roads  [PDF, 64KB, 2pp] which are not included in VicRoads Register of Public Roads but where VicRoads has some responsibilities in the nature of a road authority arising from arrangements some of which  predate 1 July 2004.
