How the program works

The Victorian Community Road Safety Partnership Program model involves the Victorian Community Road Safety Alliance and Local and Statewide Community Road Safety Groups.

The Alliance and the Local and Statewide Community Road Safety Groups work together to improve the safety of Victorian road users.

The role of the Alliance is to:

  • Advise VicRoads on the Victorian Community Road Safety Partnership Program
  • Facilitate a cohesive, coordinated and multi-organisational effort at a statewide level
  • Provide leadership, advice and guidance on community road safety initiatives
  • Guide the capacity of community road safety groups to contribute to reducing road trauma within local communities.


Membership of the Alliance

The membership structure of the Alliance is a partnership between key Victorian Government agencies with road safety as part of their core business.

There is a representation from Victorian Government agencies, local government, community and private sector which have an interest in road safety.

Membership includes representatives from:
  • Seven regional community members
  • Departments of Justice, Transport, Health, Human Services, Planning and Community Development, Education and Early Childhood Development
  • Municipal Association of Victoria
  • Local Government Professionals
  • Transport Accident Commission
  • RACV
  • Victoria Police
  • VicRoads


Appointments to the Alliance

All appointments to the Alliance, which are to be made by VicRoads, are for a period of three years. Should a vacancy occur within the three year period, the position will be filled for the remaining term.

Working groups
Working groups will be set up from time to time to address specific issues or actions to support the Alliance.

    Typical responsibilities of working groups will include:

    • assessing expressions of interest from community groups to be registered as either a Local or Statewide Community Road Safety Group
    • assessing and making recommendations on program funding applications from Local and Statewide Community Road Safety Groups
    • undertaking projects
    • identifying resources
    • providing expertise.

    Management of the Alliance

    The Alliance will meet every three months. VicRoads has appointed David Healy as Chairperson of the Alliance. Secretarial and administrative support will be undertaken by VicRoads.

    A quorum of ten members, which must include four community members, is required for a normal business meeting to be held.

    Local and Statewide Community Road Safety Groups
    Local and Statewide Community Road Safety Groups will:
    • identify local road safety needs and priorities
    • develop effective  local road safety programs
    • establish and maintain local road safety partnerships
    • attract funds and resources
    • budget and allocate resources for local programs and activities.

    Membership of local and statewide community road safety groups should be broadly based.

    It is also important for the Local Community Road Safety Group to provide opportunities to engage and involve members of the local community.

    A Local Community Road Safety Group will be responsible for a geographical area determined by local stakeholders.
