Emergency & Emergency Preparedness Vehicles

View Victoria’s network maps if you’re driving an Emergency or Emergency OSOM Combination; an Emergency Preparedness OSOM Combination; or a Unimog Fire Truck.

All authorised heavy vehicle road network maps are now published by the National Heavy Vehicle Regulator, through the NHVR National Network Map.

To ease the industry’s transition to the National Maps, Victoria’s heavy vehicle network maps will continue to be updated on the VicRoads’ website in the short-term.

Please refer to Managing oversize and over-mass vehicles during an emergency prior to travelling on any of the Emergency & Emergency Preparedness Vehicle Networks.

For all road closures, traffic alerts, roadworks and detours, or events causing road closures and/or detours, this Planned & Unplanned Disruptions map layer should be applied to the heavy vehicle network intended for use. NOTE: The route to be used must also be checked prior to travel. The Disruptions data will be viewable on the HV map network you are checking by toggling on once in the highlighted layers widget above the information panel.

Victoria's Class 1 Gazetted Emergency Response Combination network map. This map shows all approved arterial, municipal and Department of Environment, Land Water & Planning (DELWP) roads that operators of Vehicle Combinations up to 46 tonnes, 3 metres wide, 4.5 metres high and 19 metres long, can use when participating in emergency management operations under the Victoria Class 1 Emergency Management Mass & Dimension Exemption Notice 2023 (No.1).

Roads shown as restricted or unmapped (red) require road manager approval for access by permit, with the exception of signed detours. This map is deemed to include any detour around a road closure on a gazetted road, provided it is marked with detour signage.

Note: Operators must comply with mass and height clearance restrictions as indicated by symbols (red dots for mass and orange diamonds for height)

Victoria's Class 1 Emergency Preparedness Response Combination network map for vehicle combinations up to 46 tonnes, 3.0 metres wide, 4.5 metres high and 19.0 metres long. This map shows all approved arterial, municipal and Department of Environment, Land Water & Planning (DELWP) roads accessible for emergency services vehicles operating outside of an emergency under permit.

Unlike gazetted networks, annual permits, obtained from the NHVR are required to operate on this network regardless of whether the desired route appears on the map.

Victoria's Class 1 pre-approved Unimog 4000M Fire Truck network map. This map shows all pre-approved arterial, municipal and Department of Energy, Environment, and Climate Action (DEECA) roads that operators of the Unimog 4000M Fire Truck can use.

The Unimog fleet, DEECA's primary mode of dealing with emergency situations across Victoria, are rigid trucks that weigh 6.5 tonnes on the steer and 8.5 tonnes on the drive axles (with single 395 mm tyres).

Roads shown as approved (green) or conditionally approved (orange) are pre-approved for the Unimog 4000M Fire Truck but must operate under a 12-month NHVR Class 1 permit. Click on any orange route to show conditions that may apply.

All roads shown as restricted (red) require road manager approval for access by permit, with the exception of signed detours. Unimog operators must check the VicRoads website for road closures and road conditions prior to travel to ensure clear passage. It is permitted to travel off route only if the road is marked with detour signage or if directed by an authorised officer. Click on any red route to show why the route is restricted.

Unimogs are also covered and permitted to operate without a permit under the Victoria Class 1 Emergency Management Mass & Dimension Exemption Notice 2018 (No.1), but only on approved (green) or conditionally approved (orange) roads shown on the Emergency Response Combination Network (46t, 3m wide, 4.5m high, 19m long)(External link).
