The National Heavy Vehicle Regulator

The National Heavy Vehicle Regulator has assumed control of the majority of regulatory responsibilities in those states (like Victoria) and territories where this Law has commenced.

One set of national laws and penalties

Australia’s freight transport is now delivered under standardised regulations for mass, dimension and loading. Nationally consistent penalties promote consistent and transparent enforcement. The Regulator’s website contains a summary of all penalties and infringements under the HVNL.

National approach to fatigue management

Nationally consistent fatigue management laws take a new approach to fatigue management, which includes a new risk classification system for advanced fatigue management. The new National Driver Work Diary is easier to fill out, and includes advice on the fatigue laws and examples to guide you. The National Driver Work Diary (External link) can be purchased for $20 at the same places in Victoria where you currently buy your work diary. (If you have an existing work diary, it can be used for up to six months after this Law commences.)

National vehicle standards and modifications

The Regulator processes all applications for heavy vehicle standards modifications and exemption permits outside the National Code of Practice VSB6. (All other modification approvals within the National Code of Practice can be made through an approved vehicle examiner in Victoria. Existing approved vehicle examiner schemes and services in Victoria will continue to be managed by VicRoads.) Additionally, drivers and operators can take advantage of mutual interstate recognition of inspections and defect clearances.

Chain of Responsibility (CoR) Unit

The Regulator has a dedicated CoR unit to coordinate complex CoR investigations and prosecutions.

The Regulator charges one set of fees (External link) for its services, so that the cost of doing business is predictable and consistent, no matter the location of operation. You can find a full list of fees on the Regulator’s website.

Contacting the Regulator

The Regulator’s national Contact Centre is available Monday to Friday. Call 1300 MYNHVR (1300 696 487). Standard 1300 call charges apply. Check with your phone provider.
