VicRoads international projects (VIP) is a consulting service and commercial arm of VicRoads that conducts overseas projects on behalf of the State Government of Victoria.

VIP has successfully managed over 70 projects for international clients such as the World Bank, Asian Development Bank and foreign governments for over twenty years.

VIP has a proven track record in providing road-related project management and consulting services. As a commercial arm of VicRoads, it has the technical support of the organisation and its knowledge base to deliver projects outside Australia.

VicRoads is a leader in developing and applying state of the art, world-first technology, policies, procedures and systems in 
managing motor vehicle registration and driver licensing.

As the state road authority of Victoria, VicRoads is responsible for licensing four million drivers and registering over 
five million cars, motorcycles, trucks, buses and trailers used on Victoria’s road network. 

VicRoads is the policy adviser to the Victorian Government on the management and provision of registration and licensing services in Victoria. It has extensive experience in the development of legislation and is at the forefront of the development and implementation of national strategies to improve the integrity, integration and security of vehicle and driver data. 

VicRoads also provides efficient, nationally consistent, customer-oriented services and revenue collection services for the Victorian Government through a statewide network of customer service offices and agencies. According to independent nation-wide performance indicators, VicRoads has achieved the lowest annual cost of servicing vehicle registration and driver licences in Australia since 1997.

VicRoads frequently looks at ways at developing innovative ways to engage with communities and customers on issues that are important to them. This includes a number of electronic service delivery applications which enable customers to pay their registration, change their address and purchase vehicle and licence products through the VicRoads website.vicroads.vic.gov.au

VicRoads has a number of systems in place to better manage business partnerships. These systems enable motor vehicle traders to register vehicles online, allow fleet operators to renew the registration of fleet vehicles online and allow transport organisations to access driver and licence status reports electronically for employees who have 
given their consent.

VicRoads also has technology to allow customers to purchase number plates and obtain detailed information about second-hand vehicles prior to purchase. Through the development and implementation of cutting edge technology, VicRoads has improved business practices and enhanced customer service delivery. 

Vehicle Registration and Driver Licensing [PDF 811Kb]

VicRoads is a world leader in road safety thanks to a well considered program of evidence based initiatives. Many road safety initiatives have been widely adopted internationally and have started in Victoria. VicRoads has demonstrated both here and internationally that it works well in partnerships with a range of government departments to develop and implement comprehensive strategies to address road safety.

Our pioneering approach to road safety has seen Victoria’s annual road death toll drop from 1,061 in 1970 to 282 in 2012. 

While our road safety improvements since the 1970’s are impressive, VicRoads is continually seeking to do more to reduce trauma on Victoria’s roads. 

The current ‘Victoria’s Road Safety Strategy’ and “Action plan is targeting at specific solutions to reduce serious injuries, drink driving and speeding, and improving safety for our most at risk people in motorcyclists, pedestrians and cyclists.

Victoria was the first jurisdiction in the world to introduce mandatory wearing of seat belts, random breath testing, bicycle helmets and drug driving tests. 

Over many years, VicRoads has developed an extensive range of education materials and training programs for road users of all ages, many of which have been adopted by other jurisdictions or become the national standard.

Considerable expertise has been developed in the application of engineering solutions to reduce risks at particular sites or along lengths of road where there have been a number of crashes or where the number of crashes is increasing because of changed traffic conditions.

As an international leader in road safety auditing, VicRoads integrates road safety audit into design, development and delivery of projects and maintenance of the road asset. It also offers safety audit training programs for road safety practitioners, some specialising in road safety for motorising nations

VicRoads is a leader in the application of Intelligent Transport Systems (ITS) to improve the operation of the road network.

Traveller Information Systems

VicRoads has developed the Drive Time system for Melbourne’s metropolitan freeway network to provide motorists with advice on real time traffic conditions via dynamic message signing. 
The advice includes predicted travel times and information on congestion or major incidents which may cause disruption to traffic flow.

Variable Speed Limit Systems

VicRoads operates a dynamic variable speed limit system on major Melbourne freeways which changes speed limits at any time of the day to respond to traffic and 
weather conditions. The system is linked to a series of fixed digital speed cameras to automatically enforce the speed limit.

It has extensive experience in the development, specification, implementation and operation of ITS both within Victoria and internationally. VicRoads operates a leading edge 
Motorway Management System to manage traffic on Melbourne’s freeway and arterial road network which includes:

Traffic Signal Linking and Monitoring (SCATS)

VicRoads is a world leading practitioner of SCATS, a dynamic and adaptive traffic signal system. Of the 3,900 traffic signals throughout Victoria, 3,500 are integrated 
into the SCATS traffic signal linking and monitoring system.

Closed Circuit Television Cameras (CCTV) and Emergency Help Telephone Systems

Traffic is monitored at key locations on freeways and arterial roads through the use of an extensive network of CCTVs.An emergency help telephone system is available on freeways to provide 
motorists with access to the Traffic Management Centre in the case of an emergency.

Freeway Ramp Coordination System

Freeway ramp signals are traffic lights install on entry ramps to meter traffic entering the freeway.VicRoads is leading the way in the use of the HERO suite algorithms that dynamically manage the coordination of ramp signals to control the entry of vehicles on to the managed motorway ensuring stable and reliable travel by preventing congestion. 

VicRoads has developed programs to collect data and review traffic signal operation and these programs have been adopted by most jurisdictions throughout the world that use SCATS. 

VicRoads has led the development of the implementation of public transport priority systems through SCATS which includes tram and bus priority and railway level crossing links. VicRoads 
also facilitates priority for emergency service vehicles through SCATS.

Freeway Detection System 

Vehicle detection systems monitor the operation of the freeway network in Victoria and gather real time data for use in various applications. Vehicle detection devices installed in each lane 
provide continuous data on traffic flow along routes and can be used to detect interruptions to expected traffic flow.

Traffic Management Centre

The Motorway Management System is monitored and controlled 24 hours per day from the VicRoads Traffic Management Centre. The Centre is at the leading edge of traffic management and utilises the latest ITS applications and technology. All the on-road systems discussed above, plus the freeway ramp metering system, driver warning systems and devices and dynamic fairway system for trams are integrated into a single desk top software platform which allows operators to monitor and change traffic control systems in real time.

VicRoads International has delivered ITS projects that allow clients to manage traffic flow better, reduce congestion and increase road safety. The projects have involved the selection, development and implementation of suitable traffic management systems, the design of appropriate specifications and the provision of advice and training on technical issues concerning system operations and maintenance. Projects have been undertaken in: Australia, Hong Kong, Ireland, Malaysia, the Philippines, Singapore 
and the West Indies.

Since 1987, VicRoads International (VRI) has delivered projects in more than 25 countries across a number of project disciplines.

Institutional Strengthening

VRI has undertaken a wide range of institutional strengthening projects involving the development of organisational strategy and design, policy development, commercialisation, quality management, implementation of business information systems, human resource management and capacity building. Projects have been implemented in: Bhutan, Cambodia, China, Delhi, Fiji, India including (Andhra Pradesh, Maharashtra, Mizoram, and Orissa), Indonesia, Kyrgystan, Nepal, Papua New Guinea, the Philippines, Samoa, Thailand and Vietnam. 

Road Safety

VicRoads road safety expertise has been exported to deliver the full range of road safety components including the development of road safety strategies and action plans, road safety audits, blackspot analysis, road safety education and community consultation, vehicle safety and road user behaviour. Projects have been undertaken in: India, Bangladesh, Botswana, Canada, China, Eritrea, Hong Kong, Indonesia, Laos, the Philippines, Samoa, Singapore, South Africa and Thailand. 

Asset Management

VRI has delivered asset management projects involving the development and implementation of road and bridge maintenance strategies and programs (using technology such as HDM-4) as well as projects involving the development and deployment of road asset and pavement management systems. Projects have been undertaken in: Bhutan, China, Fiji, Hong Kong, India, 
Indonesia, Malaysia, New Zealand, the Philippines and Thailand

Technical Services

VRI offers technical consultancy services in many disciplines - road and bridge design, noise amelioration treatments, street lighting, landscaping, incident management, signing and line-marking, design standards and manuals as well as geotechnical and pavement technology services. Projects have been delivered in: China, Hong Kong, Indonesia, New Zealand, the Philippines, Thailand, USA and Vietnam. 

Traffic Management

Various traffic management projects have been delivered involving the specification, development and optimisation of traffic signal systems (SCATS), traffic information and other intelligent transport systems and the development of standards and manuals. Projects have been undertaken in: China, Hong Kong, Ireland, Malaysia, the Philippines, Singapore and the 
West Indies. 

Vehicle Registration and Driver Licensing

VicRoads manages the licensing of drivers and the registration of motor vehicles in Victoria and has developed state of the art policies, procedures and systems in these services. VRI has 
implemented vehicle registration and driver licensing projects in: United Arab Emirates, Bhutan, Bangladesh, Eritrea, Fiji, Nepal and Samoa.

Your written request must include:

  • the proposed date (or dates) for the visit
  • your country of origin
  • delegate information, eg names and titles
  • purpose of the visit
  • details of specific key areas of interest within VicRoads
  • details of whether your delegation will be accompanied by an interpreter.

An official letter from either the relevant government agency or private organisation who is sponsoring the delegation must accompany the request.

Cost

There is no charge for international visits arranged through embassies or consulates.

International visits booked through private organisations incur the following costs:

  • Half-day visit AUD $2000
  • Full-day visit AUD $3500

All costs are inclusive of the Goods and Services Tax (GST).
