New vehicle dealer certification scheme

Information on how new car dealers can transact with us online.

By signing the new vehicle dealer certification scheme and joining myVicRoads, new car dealers can register most new vehicles and transfer registered Victorian vehicles without leaving the dealership.

Some additional benefits include:

  • print out registration certificates and registration labels (for heavy vehicles)
  • access financial transaction reports for actions performed on your partner account
  • obtain vehicle status information and verify the vehicle’s registered operator
  • add and remove new users
  • manage your payment methods.

Note: Existing fees for vehicle registrations and transfer of registrations still apply including a Vehicle Inspection Report fee and administration fee for all registration transactions. However, there are no additional charges for using the myVicRoads partner account.

Get national police check/s

Get a valid National Police Check (External link)* for all users (including the Dealer Principal) who will use the myVicRoads partner portal to complete transactions.

*A valid police check is dated within three months of your application submission.

Get public liability insurance

You must get public liability insurance that covers you for a minimum amount of ten million dollars.

Sign and upload documents:

Note: You'll need access to a scanner to complete the application process. 

  1. Download, print, complete and sign the new vehicle dealer certification scheme agreement [DOC 208 Kb].
  2. Scan a copy of the signed agreement and police checks ready to attach during the sign up process.

When the documentation is complete and scanned, you'll need to sign up to myVicRoads partner account. If you need help with the sign-up process check out the help page.

When you've signed up, we'll assess your application and you'll receive an automatic notification when your account is approved. This can take up to 10 working days.

When your application is approved, you’ll also be able to:

  • print out registration certificates and registration labels (for heavy vehicles)
  • access financial transaction reports for actions performed on your partner account
  • obtain vehicle status information and verify the vehicle’s registered operator
  • add and remove new users
  • manage your payment methods.

Can I transfer all vehicle types online?

You can transfer the following of Victorian registered vehicles online:

  • light and heavy vehicles
  • light and heavy trailers
  • motorcycles (road only).

Dealers can transfer vehicles between:

  • dealer to dealer
  • dealers to private operators
  • private operators to dealers.

These transfers cannot be performed online:

  • boat registrations transfers
  • transfers to customers requiring fee exemptions (e.g. motor vehicle duty)
  • vehicles classified as a special vehicle such as plant and farm machinery
  • transfers that require duty exemptions (e.g. State Emergency Service or an approved Department of Veteran Affairs pensioner (TPI))
  • transfer of Victorian vehicles that are recorded as suspended, cancelled, or written-off
  • transfers where the client does not exist in VicRoads’ records
  • transfers where the client has a Power of Attorney document
  • transfers where the vehicle is a motorcycle with recreation registration.

Can all types of new vehicles be registered online? 

New Victorian vehicle registrations that can be processed online:

  • standard vehicles (with Gross Vehicle Mass less than 4,500 kg)
  • motorcycles (road and recreational)
  • light trailers (with Gross Vehicle Mass less than 4,500 kg)
  • heavy vehicles (with Gross Vehicle Mass greater than 4,500 kg, including Federal Interstate Registrations) and heavy trailers.
  • some special purpose vehicles and farm machinery.

Victorian vehicle registrations that cannot be processed online:

  • any second hand vehicles
  • when the vehicle’s VIN is not confirmed or is recorded as stolen or written off
  • when a pensioner's client has other vehicles already recorded with a pension registration rate code
  • when a pensioner's information is not recorded on the client record
  • where the client does not exist in VicRoads’ records
  • where the client has a Power of Attorney document.
