Anniversary Trail - improving connectivity at Toorak Road
Location:
Toorak Road, Kew
Type:
Bike path
Status:
Planned
We’ve identified a missing link for the Anniversary Trail at Toorak Road and are investigating suitable design options to improve connectivity and safety for all users.
About the Project
The Victorian Government is investing $21.1 million over multiple years to continue supporting the implementation of active transport projects and initiatives across Victoria.
This includes funding to support development plans for the construction of a bridge with shared bike and walking lanes at Toorak Road, as part of the Anniversary Trail.
The Anniversary Trail is part of the Kew to Highett Strategic Cycling Corridor and provides an off-road Shared Use Path (SUP) of around 15km for bike riders and pedestrians alike. The trail links users to both the Yarra River and Gardiner’s Creek Trail, as well as providing access to stations on the Alamein Line.
Provide your feedback
Between 30 September 2022 and 28 October 2022 we sought community feedback on four potential design options.
The survey is now closed. Thank you to everyone who provided feedback.
The results of this early consultation will be shared by mid-late 2023, with a final design confirmed by late 2023.
Proposed Option 1
Redirect bike riders to avoid conflict with Toorak Road shops.

Proposed Option 2
Create SUP through the northern carpark and install a new signalised crossing.

Proposed Option 3
Construct a new SUP on the east side of the train line and install a new signalised crossing.

Proposed Option 4
Construct a SUP bridge over Toorak Road.

Frequently asked questions
Will you consult with the community about the project?
We will consult with the community on the proposed design solutions to improve the connection for the Anniversary Trail at Toorak Road.
Consulting with the community in this early stage will help inform the final design and next steps for the project. We will be able to consider what’s most important for the community and Anniversary Trail users to ensure the design is the best fit for all users, while meeting the needs of the local community.
We will engage with Boroondara City Council, key stakeholders and the local community to gain feedback on a preferred option.
We will communicate outcomes of our consultation throughout the project duration in a timely manner.
Hasn’t a consultation already happened for this project?
Boroondara City Council carried out a consultation in 2018 about constructing a bridge over Toorak Road as part of the Anniversary Trail. We are now investigating additional options and seeking to understand community sentiment on a preferred proposed option. We will consider feedback from this previous consultation in our investigations.
We will work closely with Boroondara City Council on our consultation process and share findings with them as well as the local community.
What is a Shared Use Path?
A Shared Use Path (SUP) is for the use of pedestrians and bike riders and designed to standards to provide access for everyone, including people who use wheelchairs and other mobility devices.
SUPs are typically between 2.5 metres and 3.5 metres in width, depending on whether the path is recognised as a local access path, regional path or a recreational path.
The gradient (steepness) of SUPs needs to be designed to standards for accessibility with landing areas used at intervals to achieve acceptable gradients.
Will any trees or vegetation be impacted?
We’re investigating four potential design options as part of the development stage of the project. Each option is expected to have a varied impact on vegetation removal.
We are currently carrying out detailed investigations to understand vegetation impacts for all options. The findings of these investigations will also help inform the final design solution.
We will work closely with Boroondara City Council and the local community to mitigate impacts to the surrounding landscape and environment.
Will there be further consultation?
Community feedback will help inform the final design solution and we will continue to engage with the community throughout the duration of the project.
We will continue to share updates with the local community as the project develops.
Where can I provide feedback for my preferred design?
How long will the works take?
The final design solution will determine the duration of construction. Each option varies due to the works involved.
Works are expected to begin in mid-2024 and be complete by mid-2025, however this is dependent on delivery funding available.
What will be the impacts on businesses and residents?
The final design solution will determine the expected impact to the local community.
Once a design solution is confirmed, we will do everything we can to minimise disruptions to businesses and residents.
Will there be any disruption to public transport?
The final design solution will determine whether there will be any disruptions to public transport users in the area. This information is therefore not available.
We will minimise disruption to public transport users as far as possible.
Why are you / Is DoT exploring additional options?
By assessing multiple solutions, we will be able to consider what’s most important for the community and Anniversary Trail users to ensure the design is the best fit for all users, while meeting the needs of the local community.
In developing a suitable design, DoT needs to consider community views alongside the potential impacts to trail users, the road network, local businesses and residents as well as impacts to the rail corridor, parking, vegetation and land.
