Healesville-Koo Wee Rup Road

VicRoads has completed a planning study for the future development of Healesville-Koo Wee Rup Road between the Pakenham Bypass and the South Gippsland Highway, including a bypass of the Koo Wee Rup township.

A report outlining the investigation of options and an assessment of the likely environmental effects of the proposal was exhibited for public comment in June 2012. Following consideration of submissions by an Advisory Committee, the Minister for Planning approved Amendment C150 to the Cardinia Planning Scheme which makes provision for the future development of the route.

The Amendment introduces a Public Acquisition Overlay (PAO) to the land required for the long term development of the route and removes sections of the existing PAO that are no longer required. The Amendment also introduces an incorporated document that provides planning approval for the first stage of development of the route - a bypass of the Koo Wee Rup township.

Initial development

The first stage (Stage 1A) of the initial development of the route is a single carriageway bypass of the Koo Wee Rup township. Later works (Stage 1B) will involve the duplication of the road between the Pakenham Bypass and Koo Wee Rup.

Longer-term development

Planning for the proposed longer term development allows for the ultimate conversion of the route to freeway standard. This includes a new link to the Pakenham Bypass, the conversion of roundabouts to interchanges and the construction of an interchange with the South Gippsland Highway.

This stage of development would also involve the construction of new access roads at some locations to provide alternative access to properties that currently have direct access to Healesville-Koo Wee Rup Road.

Next steps

Stage 1A

The Koo Wee Rup Bypass will be the first stage of development to be constructed. It is a $66 million State Government-funded project to provide a new 3.4km two-lane arterial road link between Koo Wee Rup Road and the South Gippsland Highway.

Acquisition of land needed to construct the bypass is expected to occur in mid 2013. Construction is expected to start in late 2013 and be finished by the end of 2015.

Stage 1B & 2

The further development of the route is subject to future funding.
