We’re installing traffic lights at the Jasper Road and Brewer Road intersection in Bentleigh to help improve safety and access.
Project update – September 2023
Construction on the Jasper Road and Brewer Road intersection upgrade is progressing well and is on schedule to be completed by late October 2023.
The next step is to asphalt the surface of the intersection and apply line markings.
This work will take place at night from Sunday 8 October (not Sunday 1 October as previously advised). During working hours, traffic through the intersection will be reduced to one lane and detours will be in place to access nearby local roads.
Once works are complete, the power authority will be able to commence the power connection process to enable the signals to be switched on.
What to expect
During working hours, there will be:
- Temporary lane closures on Jasper Road and a reduced 40km/h speed limit to keep crews safe.
- Temporary closure, on alternate nights, of access to Brewer Road and Higgins Road from Jasper Road, with signed detours in place.
- Traffic management on-site to help road users and pedestrians move through the work zone safely.
- Medium to high noise levels and lighting.
Please plan ahead and allow an extra 10 minutes of travel time. We thank you for your patience while we complete these important safety improvements.
Information for residents and businesses
We will maintain access to properties and businesses. Traffic controllers will be on site to guide you safely through the work site.
Crews use modern equipment to keep noise to a minimum. However, the works will unavoidably produce some noise and bright lights.
There will be medium to high noise levels at night, including machinery sounds.
For the safety of road users and workers, reversing beepers are a requirement on all machinery.
About the project
We are installing traffic lights to improve safety and access at the busy Jasper Road and Brewer Road intersection.
In addition to new traffic lights at the intersection, this upgrade will include:
- new pedestrian crossings and removing the existing pedestrian crossing on Jasper Road.
- widening Brewer Road to provide separate right and left turn lanes.
- new green pavement on the Brewer Road bicycle lane and new bicycle waiting boxes.
- new underground sensor and partly controlled traffic light to make it easier for drivers exiting the Saint Paul's Catholic Church and Primary School driveway.
- resurfacing the road pavement.
- changes to street parking arrangements.
The existing pedestrian crossing with traffic lights on Jasper Road will be removed, as new pedestrian crossings will be installed approx. 50m to the north at the upgraded Jasper Road and Brewer Road intersection.
To provide space for the new turning lanes on Brewer Road and the new pedestrian crossing on Jasper Road, we will need to remove three trees:
- One located on the nature strip of Brewer Road near 131 Jasper Road and
- One located on the nature strip of Jasper Road near Saint Paul’s Catholic Church.
- One located on the nature strip on the south-west corner of the intersection.

Street parking changes
To help keep traffic moving and to ensure the safety of drivers at this intersection, we will be making changes to street parking arrangements surrounding the intersection.
In line with the Victorian Road Safety Road Rules 2017, parking is not permitted within 20 metres of an intersection with traffic lights. New parking restrictions will also be in place to help traffic flow smoothly through the area.
The following changes to street parking will be made:
- Removal of two parking spaces at 131 Jasper Road on Brewer Road.
- Removal of three parking spaces at 131 Jasper Road on Jasper Road.
- Changing the hours of a ‘No standing’ zone for one parking space at 131A Jasper Road on Jasper Road. A ‘No standing’ zone between 8am and 6pm will apply.
- One new parking space at 129 Jasper Road on Jasper Road. A ‘No standing’ zone between 8am and 6pm will apply.
- Two new parking spaces at 120 Jasper Road on Jasper Road. A ‘No standing’ zone between 8am and 6pm will apply.

Benefits
By installing traffic lights and pedestrian crossings at the Jasper Road and Brewer Road intersection, this project will:
- improve safety and access for drivers on Brewer Road to turn onto Jasper Road.
- improve pedestrian connectivity to key facilities in the area.
- provide more opportunities for drivers on Higgins Road to turn onto Jasper Road.
