Western Port Highway - Lynbrook to Langwarrin

We've completed a planning study and planning scheme amendments (PSA) for the upgrade of Western Port Highway between South Gippsland Freeway, Lynbrook and south of Cranbourne-Frankston Road, Cranbourne South.

Western Port Highway (also known as Dandenong-Hastings Road) is the main link between the South Gippsland Freeway at Lynbrook in the north and Hastings in the south.

Population growth and increased development in the south-eastern suburbs has lead to higher volumes of traffic in the area. An upgrade of the highway is needed to meet this demand. 

Planning Study

The community was consulted to help us develop the preferred option for an upgrade. The planning study considered transport, land use, social, environmental, cultural heritage and economic issues. 

The preferred option is to convert the highway to a freeway, restricting access to the road apart from at key interchanges. The planning allows space for a railway line to the Port of Hastings to be built, if this plan is to go ahead. The building of a railway line will be the subject of a separate assessment. The planning study identified the land that needed to be reserved to allow for this upgrade. 

Planning Scheme Amendment 

We have prepared the Casey, Frankston and Greater Dandenong Planning Schemes Amendments C199, C99 and C183 in accordance with the Planning and Environment Act 1987.

The amendments have applied a Public Acquisition Overlay to reserve the necessary land for an upgrade of the Western Port Highway to a freeway. Land is also reserved for interchanges at Glasscocks Road, Thompsons Road, Wedge Road (northerly ramps only), Hall Road, Ballarto Road (northerly ramps only) and Cranbourne-Frankston Road. This planning amendment also allows for a railway line to the Port of Hastings to be built, if this plan is to go ahead.
