Napier Street upgrade Bendigo

We’re upgrading Napier Street (Midland Highway) with a $30.4 million project, funded by the Victorian Government, to improve the traffic flow and transport options between Weeroona Avenue and Hall Street in Bendigo.

Project update – June 2018

The first phase of Stage 2 is complete with traffic now able to drive on the new road surface between Willman Court and Hamelin Street near Holy Rosary Primary School.

Road works will now occur between Scott Street and Hamelin Street close to the Botanical Gardens. 

Properties near the work zone can expect traffic to be travelling closer to the kerb, and may experience more noise due to these works. We understand that any change can disrupt your day to day routine and we are committed to keeping noise to a minimum.  Our sincere thanks to residents and business operators for their patience while these works take place closer to their front doors. 

We are continuing to relocate services such as water and power, and will be in various locations between Lyons Street and Weeroona Avenue.

Project background

Napier Street forms part of the Midland Highway through Bendigo and serves as an important north-south freight and tourist route connection to Echuca, Shepparton and developing areas to the north of Bendigo. 

Over the last decade this important route has been experiencing significant traffic pressures due to urban developments in the north of Bendigo - one of the state’s most rapidly growing areas. 

About the project

The completed road will feature:

  • an additional traffic lane in each direction
  • an improved dedicated bicycle lane
  • a raised central median with dedicated right turn and u-turn openings
  • underground power
  • a boulevard of street trees
  • new traffic signals at Scott Street
  • upgraded pedestrian facilities at the While Hills shops
  • new pedestrian push button traffic signals near Grace Street
  • upgraded street lighting.


The upgrade of Napier Street will greatly improve the way people and traffic move through this busy and fast-growing area by creating more reliable journeys and improving safety for all road users.

Community involvement

Over the last two years we've conducted nine engagement sessions to ask the community and businesses what was important to them in the Napier Street upgrade. We've used this information whilst developing the final designs.

We conducted a number of community consultation sessions to help understand the needs of the community, and formed a Community Consultation Group with an independent chair to help inform the project. We also conducted surveys to ask the community about their on-street car parking views.

All of this information was used in developing the final design for the upgrade, taking into account how people move around the area, the biggest areas of concern, and combined with ensuring the upgrade improved traffic flow and safety for all users, from drivers to cyclists and pedestrians.

What happens next?

Stage Two works will occur while service relocations continue along Napier Street.
