Speed limit review

In 2011, at the request from the Minister for Roads, VicRoads carried out a Speed Limit Review which aimed to make Victorian speed limits clear, consistent, logical and easy to comply with.

More than 600 submissions were received from individuals, advocacy groups, local government and community groups.

On the basis of the submissions, 12 outcomes were formed. The document below outlines the review process and provides information on the outcomes.

VicRoads has produced a list to show where speed limit changes will occur, in response to submissions from the community and stakeholders.

Barkly St between Muscat Crt and Kileens Rd, Rutherglen (i.e. between the residential area and the Rail Trail), Rutherglen The 60km/h speed zone will be extended to include the area with increased development and access points.
Bellarine Hwy between Portarlington Queenscliff Rd, Point Lonsdale and Hesse St, Queenscliff The speed zones along this length will be rationalised to reduce the number of speed limit changes.
Blackburn Rd near George St, Doncaster Rd to Canopus Dv, Doncaster East The 70km/h speed limit will be reduced to 60km/h to reflect the number of access points along this length and the pedestrian activity at the George St shops.
Burke Rd between Camberwell Junction and Broadway, Camberwell The 40km/h strip shopping centre speed zone will be extended from 8am-midnight Monday to Saturday, to also include Sunday - i.e. 8am-midnight Monday to Sunday.
Brown Coalmine Rd (Moe-Glengarry Rd) between School Ave and North Rd, Yallourn North The 100km/h speed limit will be maintained alongside the rural areas and the 60km/h speed limit retained adjacent to the residential properties. '60km/h Ahead' signs will be installed on the approaches to the 60km/h speed zone.
Calder Hwy (Fifteenth St) between Sandilong Ave and Cowra Ave, Irymple The school speed zone will be modified to be consistent with school speed zones statewide. The 80km/h speed limit will remain and the speed limit during school drop-off and pick-up times will be changed to 60km/h.
Calder Hwy / McIvor Hwy / Midland Hwy between Tuckermans La and Ligar St, Bendigo The speed zones along this length will be rationalised to reduce the number of speed limit changes.
Carlisle St (Balaclava Rd) between St Kilda Rd, St Kilda East and Normanby Rd, Caulfield North The speed zones will be rationalised to reduce the number of speed limit changes.
Central Kialla Rd (Euroa-Shepparton Rd) from Doyles Rd (Shepparton Alternative Rd) to approximately 1.2km south of Doyles Rd, Kialla The short 90km/h speed zone will be replaced with an 80km/h speed limit to be consistent with the adjoining speed zone to the south.
Commercial Rd between Maryvale Ct and McDonald St, Morwell The permanent 40km/h speed zone will be converted to a time-based school speed zone within the 50km/h town speed zone. The short 70km/h speed zone will be increased to 80km/h.
Derrimut Road from Princes Highway to Leakes Road The 70km/h speed zone will be reduced to 60km/h
Diggers Rest-Coimadai Rd bridge over Djerriwarrh Creek, Toolern Vale The two 80km/h buffer zones on either side of the 60km/h speed zone will be removed and replaced with '60km/h Ahead' signs to reduce the number of speed zone changes along this length, while still alerting drivers to the upcoming speed limits.
Distillery Rd, Wahgunyah The 50km/h speed zone will be extended to include the adjacent development.
Dohertys Rd between Derrimut Rd, Tarneit and Woods Rd, Truganina The speed limit will be changed from 90km/h to 80km/h to reduce the number of speed limit changes along this route.
Doyles Rd (Shepparton Alternate Route) from approximately 1.4km north of Central Kialla Rd to approximately 0.7km west of Central Kialla Rd, Kialla The 90km/h speed zone will be reduced to 80km/h to be consistent with the existing speed zone to the north, and to improve safety at the intersection.
Dyson Dv between Cuthberts Rd and approximately 800m south of Cuthberts Rd, Alfredton The 70km/h speed zone will be reduced to 60km/h adjacent to the new residential access points.
Firebrace Rd west of Ironbark Cr, Heyfield The 60km/h speed zone will be extended along the length of road with abutting development, and '60km/h Ahead' signs installed on the approach to this 60km/h speed zone.
Ford Rd between Kakadu Dr and Shepparton Alternative Route, Shepparton The 70km/h speed limit will be removed to reflect the level of development and access points along this length.
Frankston Flinders Rd between approximately 250m south of Beach Rd to approximately 200m north of Nelson St, Shoreham The 90km/h speed zone will be reduced to 80km/h to improve safety within the area with significant turning movements.
Goulburn Valley Hwy, from approximately 300 m north of Kaarimba Rd to approximately 100 m south of Warnecke, Wunghnu The 60km/h speed zone on the south side of Wunghnu will be extended to include the access points to the football oval and residential area. The 80km/h buffer zones on both the north and south approaches to Wunghnu will be replaced with '60km/h Ahead' signs.
Heaths Road from Old Geelong Road to Rowes Road The 70km/h speed zone will be reduced to 60km/h
High St between Denmark St and Derby St, Kew The 40km/h strip shopping centre speed zone will be extended from 8am-7pm Monday to Saturday, to also include Sunday - i.e. 8am-7pm Monday to Sunday.
High St between Dundas St and Powell St, Northcote The times of operation of the 40km/h strip shopping centre speed zone will be modified to to provide consistent times along High St, and to reflect the times of peak pedestrian activity i.e. 8am - midnight, Monday to Sunday.
Laughlin Av, Nunawading (Nunawading Christian College) A school speed zone will be installed.
Little Yarra Rd (Yarra Junction Noojee Rd) between Warburton Hwy, Yarra Junction and McMasters Rd, Gladysdale The speed zones will be consolidated to reduce the number of speed limit changes along this length.
Lygon St between Brunswick Rd and Albion St, Brunswick The times of operation of the 40km/h strip shopping centre speed zone will be modified to operate between 7am and midnight in order to reflect the times when pedestrian risk is high, such as late night pedestrian activity.
Maroondah Hwy between Coldstream and Alexandra Additional speed limit signs will be installed to provide clear guidance of the applicable speed limit.
Melba Hwy between Yering and Yea Additional speed limit signs will be installed to provide clear guidance of the applicable speed limit.
Melton Hwy from Western Fwy, Melton to Hillside The speed limits will be rationalised along this length, from 5 speed limit changes over 11.5km to 3 speed limit changes over the same length.
Midland Hwy between Grant Dr and south of Hume Fwy, Benalla The 80km/h speed zone will be extended south to reduce the number of speed zone changes for drivers entering and exiting the freeway.
Midland Hwy south of Swanpool-Lima Rd, Swanpool The speed limit signs will be upgraded to ensure the speed limit is clear and visible to road users.
Moe-Glengarry Rd, Tyers The speed limit signs will be relocated to provide a clear indication of the applicable speed limits along this length.
Mornington Tyabb Rd between Mornington Racecourse and Moorooduc Hwy, Mornington The 90km/h speed zone will be reduced to 80km/h due to the road alignment and to be consistent with the speed zone east of Moorooduc Hwy.
Mornington Tyabb Rd between Moorooduc Hwy and Peninsula Link, Moorooduc Both the 100km/h and 70km/h speed limits will be changed to 80km/h (with two time-based 40km/h school speed zones).
Mt Cottrell Rd between Greigs Rd and Western Fwy, Rockbank The speed limit will be reduced from 90km/h to 80km/h to reduce the risk of crashes and reduce the number of speed zone changes along this length.
Murchison Violet Town Rd between Murchison East and Murchison The 90km/h speed zone will be reduced to 80km/h to reduce the number of speed limit changes along this road, and for consistency with the adjacent speed zone.
Old Hamilton Rd between Mackies Rd and Clynes Rd / Bakers Rd, Haven The 90km/h speed zone will be reduced to 80km/h.
Palmerston St, Baddaginnie between unnamed street and Hume Fwy The 80km/h speed zone will be extended to replace the short 100km/h speed zone to reduce the number of speed zone changes along this length.
Plenty Rd between McLeans Rd and Greenhills Rd, Bundoora The number of speed limit changes will be reduced by removing the short 70km/h speed zone.
Princes Drive (Morwell - Traralgon Rd) between McDonald St and Toners La, Morwell The 80km/h speed zone will be lengthened and additional speed limit signs installed to meet VicRoads Speed Zoning Guidelines.
Princes Hwy between Queens Ct and Harriet St, Werribee The 60km/h speed limit will be extended to reflect the level of development and turning movements along this length.
Princes Hwy West between 1km west of Winchelsea - Deans Marsh Rd and Gosney St, Winchelsea The speed zones along this length will be rationalised to reduce the number of speed limit changes.
Princes Highway between approximately 350m west of Bayview Rd to approximately 200m east of Starling Rd, Officer The speed limit will be increased from 70km/h to 80km/h.
Pt Nepean Rd between Foote St, Dromana and Bartels St, McCrae The speed zones will be consolidated to provide a consistent 60km/h speed limit.
River Rd from Central Kialla Rd (Euroa-Shepparton Rd) to approximately 450m east of Central Kialla Rd, Kialla The 90km/h speed limit will be reduced to 80km/h to improve safety at the intersection and to be consistent with the adjoining roads.
Station St, Porepunkah on the approach to the Great Alpine Rd The speed limit signs installed approximately 50m prior to the T intersection with the Great Alpine Rd will be removed, in order to discourage drivers from travelling at high speeds through the intersection.
Stawell-Warracknabeal Rd between Old Glenorchy Rd / Phillips Rd / Glenorchy-Roses Gap Rd / Deep Lead-Glenorchy Rd and south of Carfare St, Glenorchy The speed limit will be increased from 90km/h to 100km/h to remove a short speed zone. Improvement works have recently been completed at the main intersection.
Stumpy Gully Rd, Balnarring between Sandy Point Rd and 400m north of Clarke St 60 Ahead warning signs will be installed at the change point from the unsealed road to the sealed road to advise drivers of the 60km/h speed limit ahead.
Sumner Estate area of Northcote (all roads within the area bound by St Georges Rd, Arthurton Rd, Winifred St and Sumner Ave) A 40km/h Local Area speed limit will be introduced to reduce the risk to pedestrians and cyclists, and support the recreational use of the local area.
Sussex St between Bell St and Boundary Rd, Coburg North The speed limit on Sussex St will be reduced from 60km/h to 50km/h to reflect the narrow road width, regular driveways and the local use of the street.
Swanpool-Lima Rd west of Midland Hwy, Swanpool The speed limit signs will be upgraded to ensure the speed limit is clear and visible to road users.
Sydney Rd between Brunswick Rd, Brunswick and Bell St, Coburg The times of operation of the 40km/h strip shopping centre speed zone will be modified to operate between 7am and midnight from Monday to Sunday, in order to reflect the times when pedestrian risk is high.
The Esplanade between south of Strachans Rd and south of Victoria Cr, Mt Martha The 70km/h speed zone will be reduced to 60km/h to reduce the number of speed limit changes along the route.
Unitt St (Yuille St) between O'Neills Rd and Centenary Ave, Melton The 60km/h speed zone will be reduced to 50km/h to reduce the number of speed limit changes within the local area.
Valley Dr between William St and Hidden Valley Blvd, Wallan The speed limit will be reduced from 70km/h to 60km/h to reflect the access points along this road and to be consistent with the adjoining speed zones.
Verney Rd between Balaclava Rd (New Dookie Rd) and north of Ford Rd, Shepparton The 70km/h and 90km/h speed limits will be removed to reduce the number of speed limit changes along this length.
Warburton Highway from east of Barak Rd to west of Quayle Rd, Wandin North The speed zones between Wandin North and Seville will be consolidated to reduce the number of speed limit changes along this length.
Warrigal Road between Mountfield Av to The Boulevard, Malvern East at Holmesglen Tafe The 40km/h strip shopping centre will be reduced from 8am and midnight, to operate between 8am and 8pm to reflect the times of pedestrian activity.
William St between Northern Hwy and Hume Fwy, Wallan The speed limit will be increased from 50km/h to 60km/h to reflect the collector function of the road.
