For Roads Access Permits Portal (RAPP) support

Access RAPP

If you need general help with using RAPP, the following materials may be able to help you in the first instance:

  • Training materials including how to submit Memorandum of Authorisation (MoA) and Consent for Working Within the Road Reserve (WWRR) permit applications
  • FAQs including trouble shooting.

If you need to set up an account, please complete the registration form [PDF 285 Kb] and follow the instructions.

Please email the support team on [email protected] if you need further help with using RAPP or have any feedback or suggestions for improvements.

Please note only accredited traffic management companies can apply for an MoA permit to work on a DoT declared road. Access to RAPP is organised as part of the Accreditation process and an individual in each organisation has the ability to create accounts for staff members. Please contact the area within your organisation who manages Accreditation to set up your account. If you are unsure if your traffic management company has a RAPP account, please email [email protected].

For assistance with Memorandum of Authorisation (MoA) permit applications

Starting from 17 October 2022, MoA permit applications must be submitted online through RAPP and DoT will stop accepting new applications via our current processes.

Please note this change only impacts new MoA applications. Utility Notifications and MoA permit change and extension requests continue to follow the usual processes. For more information about the MoA permit application process, please visit the Memorandum of Authorisation permits webpage.

For questions about an MoA permit application, please email [email protected] or call the MoA permit hotline on 03 9854 2781.

Please note that current timeframes for processing MoA permit applications are 15 business days for new applications and 5 business days for extensions.

For assistance with Consent for Working Within the Road Reserve (WWRR) permit applications

Starting from 17 October 2022, WWRR permit applications must be submitted online through RAPP and DoT will stop accepting new applications via our current processes. Applicants will also be required to pay the permit processing fee when submitting the application.
