What identity documents will I need?
The most you’ll need to provide for any application is:
- one Category A evidence document*
- one Category B evidence document*
- evidence of Victorian residence (if your address is not shown on the Category A or Category B documents)
- evidence of change of name (if your name is different on the Category A and Category B documents).
If you have more than one given name and one family name, they all must appear on both documents.
*Your Category A and Category B documents need to show your family name and given name in the same order.
These documents need to show your family name, given name and your date of birth. The documents need to be current or expired by no more than two years.
We need one of the following documents:
- Australian photo driver licence or learner permit photo card
- Victorian digital driver licence (note that we can't accept interstate or overseas digital driver licences)
- Victorian marine licence photo card
- Victorian firearm licence photo card
- Victorian Security Guard/Crowd Controller photo card
- Australian passport
- an overseas passport (expired more than two years is acceptable if alongside a current Australian visa)
- certificate of identity issued by the Passport Office
- convention travel document issued by the Passport Office
- document of identity issued by the Passport Office (usually issued to travellers to Norfolk Island)
- Australian police force officer photo identity card
- Consular photo identity card issued by the Department of Foreign Affairs and Trade
- full Australian birth certificate issued by a Registry of Births, Deaths and Marriages (birth extracts and Commemorative birth certificates are not accepted)
- Australian naturalisation or citizenship certificate
- ImmiCard issued by the Department of Home Affairs
- travel to Australia document alongside supporting documentation by the Department of Immigration and Border Protection or Department of Home Affairs
- NSW Photo Card (issued by NSW RMS after 14 December 2008)
- birth card (issued by NSW RMS prior to August 2008).
We need one of the following documents (must be current):
- state or federal government employee photo ID card
- Medicare card (physical or digital)
- Department of Veterans Affairs card (physical or digital)
- Pensioner Concession card (physical or digital)
- Current entitlement card issued by the Commonwealth (physical or digital)
- Student identity card
- Any Australian or overseas credit card or account card from a bank, building society or credit union.
- Working with Children Check card (physical or digital)
- Australian Proof of Age card
- Australian Keypass card
- Australian Defence Force photo identity card (excluding civilian staff).
OR
One of these documents that’s no more than one year old. We can accept both electronic statements on a device (such as your phone) or printed statements:
- passbook or bank account statement showing the institution’s letterhead or stamp
- telephone, gas or electricity bill showing the institution’s letterhead or with a stamp
- letters from ATO, Centrelink, Medicare or your bank, showing their letterhead or stamp.
OR
One of these documents that’s no more than two years old:
- water rates, council rates or land evaluation notice
- electoral enrolment card or other evidence of enrolment
- armed services discharge papers
- current Victorian Driving Authority photo identity card.
If your address is different or not shown on your A and B evidence documents, you'll also need one of the following documents:
- contract of sale, lease, or rental document that shows your current address
- current renewal notice for a driver licence or vehicle registration
- Australian Taxation Office Assessment (last or current financial year)
- a different Category A or Category B document that shows your current address.
If you still can’t provide evidence of your Victorian residence, you must provide a referee statement which:
- is signed by a Victorian driver licence or learner permit holder who:
- is over the age of 18
- has known you for 12 months or more.
- includes the referee's name, driver licence or learner permit number and signature.
You can make this statement on the learner permit or licence application form (PDF).
If you live outside of Victoria but you want to register and keep a vehicle in Victoria, you will need to:
- provide an interstate or overseas residential or business address
- have a garage address in Victoria.
To prove that you have a garage address in Victoria, you will need to provide either:
- a bill, bank statement, rates notice or other evidence that connects your name and the Victorian address, or
- a signed letter from someone who has a Victorian driver licence or a learner permit holder that is over the age of 18 confirming that the vehicle is garaged at their address. This letter will need to include:
- their licence details
- your details as the registered operator of the vehicle
- details about the vehicle, including the number plate.
If your name is different on the A and B evidence documents, you’ll also need one of the following:
- marriage certificate issued by a Registrar of Births, Deaths and Marriages in Australia
- divorce papers (showing the name being reverted to)
- deed poll (issued prior to November 1986 in Victoria)
- change of name certificate (issued on and after November 1986 in Victoria).
You must provide:
- your Victorian licence or learner permit (or a Category A and B document and evidence of your address (an interstate residential address is acceptable))
- an original letter of authority on company letterhead which must contain:
- full company name and address
- the company's Australian Company Number (ACN), Australian Registered Business Number (ARBN) or Certificate of Incorporation
- the name of person acting on behalf of the company
- a list of activities that can be performed on behalf of the company (for example, renew registration)
- the signature of an authorised company representative
- date of the authorisation.
An Authority to act as an agent form (PDF) is acceptable if a company doesn’t have a letterhead.
Providing false and/or misleading information or documents may be an offence under the Road Safety Act 1986 and/or Marine Safety Act 2010. It can result in you being fined or imprisoned. We reserve the right to reverse any decision, approval or document based on false and/or misleading information or documents provided to us.
