Step 1: First, check you’re eligible
To apply for your probationary driver licence, you must:
- be at least 18 years old
- if you’re under 21, you must have logged your minimum of 120 hours of supervised driving (including 20 hours of night driving)
- have had a current car learner permit for the minimum period*
- have a Victorian residential address
- have the necessary identity documents
- not currently be suspended, cancelled, disqualified or refused from obtaining a probationary driver licence
- not have a Fines Victoria licence sanction
- not have any outstanding relicensing requirements, such as a licence eligibility order
- be medically fit to drive**
- pay the appropriate fees.
* Before getting your licence, you need to have held your learner permit for a minimum continuous period, without a break, of:
- 12 months if you’re under 21
- 6 months if you’re 21 to under 25
- 3 months if you’re 25 or older.

Step 2: Take the Hazard Perception Test
If you hold a learner permit, you’ll need to pass the Hazard Perception Test before you can take your drive test.
You can register for the online test through your myVicRoads account under ‘Licences & permits’. Before you sit your Hazard Perception Test, you can practice first by completing the practice test on Transport Victoria’s website.
If you’ve held a motorcycle licence within the last 5 years, you don’t need to take this test.

Step 3: Book and plan for your drive test
Appointment times for the drive test get booked quickly, so you’ll need to plan in advance!
Make sure you leave a few days between your Hazard Perception Test and the drive test; in case you need more than one attempt at the Hazard Perception Test.

The easiest way to book your drive test and pay is online. You can also contact us to book or visit a VicRoads Customer Service Centre.
If you need to change your appointment time, you can also change it online. Make sure you give us enough notice.
- To change an appointment: 24 hours’ notice is required to waive paying the test fee again (you only pay for an appointment fee again).
- To cancel an appointment: 24 hours’ notice is required for the test fees to be refunded (the appointment fee is non-refundable).

Step 4: Taking your drive test
Plan to arrive 15 minutes prior to your appointment time. If you’re late for your appointment, you’ll need to change it to another day and pay a new appointment fee.
You’ll need to bring the following to your drive test:
- Your learner permit card or digital driver’s licence. If you’ve lost or misplaced it, bring your original evidence of identity documents.
- Proof of 120 hours of supervised driving in your myLearners app or logbook, or both.
- An eligible vehicle to use for the drive test – for example, your own car or your instructor's. We don’t supply vehicles for the drive test. Important: make sure to check that your vehicle meets all the conditions listed at Drive test for a Victorian driver's licence on the Transport Victoria website.
The vehicle you use for your drive test must meet all the conditions listed at Drive test for a Victorian driver's licence on the Transport Victoria website, or you will not be allowed to proceed.
The vehicle must:
- meet handbrake requirements. This means having a manual, pull-up handbrake that is centrally mounted and accessible from the passenger seat (unless the vehicle is dual control).
- have a current vehicle registration.
- have a speedometer that can be seen from the passenger seat.
- have working headlights, seatbelts and a functioning windscreen.
- display L plates.

Step 5: Getting your licence
If you pass your drive test, you’ll get the results straight away!
You’ll receive your plastic licence in the mail for free. You can also download your digital driver licence on the MyVicRoads app. Allow up to 1-2 days for your new licence to show.
If you don’t want a digital driver licence, you can also use your receipt as a temporary licence, until your plastic licence arrives.
The type of probationary licence you’ll receive depends on your age. If you’re under 21 years old, you’ll receive a 4-year probationary licence with 12 months at P1 level and 3 years at P2 level. If you are over 21 you’ll receive a P2 probationary licence for 3 years.
