How to get your learner permit
There are four key steps:
- Enrol in the online course.
- Work through the online course and pass the test at the end (takes 4-6 hours to complete).
- Fill out the learner permit application online in myVicRoads and organise all the documents you need (originals, not copies).
- Take everything to a VicRoads Customer Service Centre.

Step 1: Sign up
It's a good idea to set up a myVicRoads account. You can use this account while you learn to drive and after you get your licence.
To be eligible for a learner permit you must:
- be 16 years or older
- have a residential address in Victoria
- be medically fit to drive
- not be disqualified from driving or getting a learner permit
- not be currently subject to a Fines Victoria licence suspension
- not have any outstanding relicensing requirements, such as a Licence Eligibility Order.

Step 2: Learn and take the test online
Enrol in the learner permit test from your myVicRoads account.
This is a free online course that teaches you the road rules and safe driving, and there’s a test at the end. You need to pass this test to get your learner permit. It's important to keep in mind that the first attempt of the test is free, but you’ll need to pay a fee for any further attempts. See Ls and Ps fees for more information on the costs.
If you don't have access to a computer or need an interpreter, you can also take the learner permit test in person at a VicRoads Customer Service Centre.

Step 3: Get your paperwork ready
First, fill out the learner permit application on your myVicRoads account. Next, you will get an email with a QR code and a list of the identity documents we need.
Important
- Make sure you get all your documents ready before you visit us (we need to see the originals, not copies).
- For some health conditions you may need to provide a medical report. To find out about the medical conditions that can affect your ability to drive safely, visit: Medical conditions on the Transport Victoria website.
- the QR code we emailed you after successfully completing the online course (we can scan it on your phone)
- your passport, birth certificate or another Category A identity document (we need the original - not a copy)
- your Medicare card, or another Category B identity document (again, we need the original)
- evidence of your current address (if your current address isn’t shown on your identity documents)
- medical documents, if you need to provide them.

Step 4: Visit us to get your Learner Permit
If you've done the Learner Permit Test Online and you're 16 years old or over, you can visit your nearest VicRoads Customer Service Centre to get your Learner Permit.
You don’t need an appointment.
When you visit us, don’t forget to bring all the documents we asked for (see step 3).
What we’ll do:
- check your application and identity documents
- test your eyesight (bring your glasses or contact lenses, if you wear these)
- take your photo and record your signature for your learner permit.
You’ll get a temporary Learner Permit to use until your permit card arrives in the post. But you don’t have to wait - download the myVicRoads app from the App Store or Google Play to get your digital Learner Permit on your phone (takes 1-2 days to load).
Your Learner Permit will be valid for 10 years or until you get your Ps.
You must carry either your digital or plastic Learner Permit at all times when driving with your supervising driver.
Before you drive
Once you have your Learner Permit, it’s time to start learning to drive! Before you get on the road, make sure you understand the rules and restrictions when driving on your Ls.
Download the myLearners App
You and your supervisor can each use the myLearners app from the App Store or Google Play to log and approve driving hours.
After downloading the app, you’ll need to set up passkeys for a faster, easier and more secure way to log in to the app. Passkeys let you log in without a password, making access simpler and more convenient.
The learner kit
If you’d prefer to log your hours manually, you can use the learner log book which you can get at a VicRoads Customer Service Centre.
