How to manually register a second-hand heavy vehicle.

Register a new or used heavy vehicle manually

Here’s how dealers can manually register a second-hand heavy vehicle or a new vehicle that cannot be registered using myVicRoads partner account.

To register manually:

have a VicRoads delegate inspect the vehicle
record the vehicle description on the Dealer heavy vehicle verification check form (PDF)
submit the completed Dealer heavy vehicle verification check form for approval by email to [email protected] (some vehicles may require an inspection and registration at a VicRoads office)
confirm “Stolen status” through the Personal Property Securities Register
complete all sections of the Dealer vehicle registration form (PDF) (including signatures) and attach the number plate bar code to the top right-hand corner
give the carbon copy section of the Dealer vehicle registration form (called the certificate of registration) to the registered operator
issue the appropriate number plate(s)
complete the Manual (offline) registration summary form (PDF)
total all fees payable, including the administration fee and inspection fee for each registration
post all registration forms and payment (by cheque or credit card advice) to VicRoads within 48 hours (two working days) in the “WHITE” prepaid envelope.

completed Dealer vehicle registration form (PDF)
completed Dealer heavy vehicle verification check form (PDF) (approved and signed by VicRoads)
completed registration concessions form (primary producer)
completed certificate of approved operations heavy vehicle form. Email [email protected] to get the correct form (if required)
completed Manual (offline) registration summary form (PDF)
fees paid by cheque or credit card.

Do not send roadworthy certificates.

Keep a copy of all documentation at the dealership for auditing purposes.

Number plates must be attached to the vehicle and be clearly visible before the vehicle may be used on a road or public place.
