Vehicles classified as heavy
A heavy vehicle is considered a vehicle with a gross vehicle mass (GVM) of over 4.5 tonnes, including: trucks, tippers and prime movers.
Documents you need for a new registration
- a completed and signed Dealer online authority to register form (PDF). On this form you will need to record the vehicle description including year, make, model, colour, body type and compliance plate date.
- provide evidence identity documents.
Register a new heavy vehicle
- Log in to your myVicRoads partner account and click on ‘Register a heavy vehicle’.
- Find and select the client using LMCT, licence/client identifier.
- Complete all fields marked with an asterisk, including the GVM (except prime mover) for heavy vehicles.
- Print two Dealer online registration forms (PDF).
- Place the number plate barcode sticker on the top right-hand corner of the form.
- Sign in the space provided for the dealer delegate at the bottom of the form.
When the vehicle has been registered on the myVicRoads partner account, mail these documents to VicRoads in the yellow pre-paid envelope at the end of the week (Friday):
- completed Dealer online registration form (PDF)
- completed Dealer online authority to register form (PDF).
Keep a copy of all documentation at the dealership for auditing purposes.
Before you can use your vehicle on a road or public space, it must be registered and number plates attached.

Register a modified vehicle, machinery or equipment
If the vehicle is a load carrying vehicle and does not meet the standards for registrations (not fitted with an ADR compliance plate or modified), the customer must get a heavy vehicle standards exemption permit from the National Heavy Vehicle Regulator.
Documents you need for a new registration
- a complete and signed Dealer online authority to register form (PDF). On this form you will need to record the vehicle description including VIN, engine number, year, make, model, colour, body type and compliance plate date.
- evidence of identity documents
- any other relevant documents (VASS certificates etc).
How to register a modified vehicle
- Log in to your myVicRoads partner account and click on 'Register a heavy vehicle'.
- Find and select the client using LMCT, licence/client identifier.
- Complete all fields marked with an asterisk including the GVM for heavy vehicles.
- Print two Dealer vehicle registration forms (PDF).
- Place the number plate barcode sticker on the top right-hand corner of the form.
- Sign in the space provided for the dealer delegate at the bottom of the form.

- plant machinery
- forklifts
- cranes
- excavators.
Documents you need for a new registration

- A VicRoads delegate must inspect the vehicle and record the vehicle description including chassis number, engine number, year, make, model, colour and body type on this form.
- You should clearly indicate if the customer is a primary producer.
- evidence of identity documents
- completed Certificate of approved operations heavy vehicle form (PDF) showing the correct year of manufacture and conditional codes. Find these codes at Register non-compliant vehicles.
How to register machinery or equipment
- Log in to your myVicRoads partner account and click on ‘Register a heavy vehicle’.
- For vehicles <4500 kg GVM, select standard registration.
- For vehicles >4500 kg GVM, select national heavy.
- Find and select the client using LMCT, licence/client identifier.
- Complete all fields marked with an asterisk.
- Enter the year of manufacture as 1900.
- Enter the compliance plate as 01/1900.
- Select chassis number NOT VIN Number.
- Select the correct registration code and TAC code. Refer to the registration and TAC codes tables below.
- Print two Dealer vehicle registration forms (PDF).
- Place the number plate barcode sticker on the top right-hand corner of the registration form.
- Sign in the space provided for the dealer delegate at the bottom of the registration form.
When the vehicle has been registered on the myVicRoads partner account, mail these documents to VicRoads in the yellow pre-paid envelope at the end of the week (Friday):
- completed Dealer vehicle registration form (PDF)
- completed Dealer online authority to register form (PDF)
- completed Certificate of approved operations heavy vehicle form (PDF)
- fees paid by debit or credit card.
Email the completed dealer vehicle registration form and certificate of approved operations heavy vehicle form, showing the actual year of manufacture to [email protected].
Number plates must be attached to the vehicle and be clearly visible before the vehicle may be used on a road or public place.
The customer must keep a copy of the certificate of approved operations heavy vehicle form in the vehicle at all times.
