Replace your licence or learner permit

If your licence and/or learner permit card has been lost, stolen or damaged, you must apply for a replacement card as soon as possible.

Replace your licence and/or learner permit online

If you are a learner permit holder, probationary licence holder, under the age of 26 years or have a heavy vehicle licence, you must carry your driver licence and/or learner permit card at all times when driving or penalties will apply.

If you are the master of a registered recreational vessel, you must carry your marine licence at all times.

You can apply to replace your licence and/or learner permit card(s) in the following ways:

  • online 
  • by phone 
  • in person at a VicRoads Customer Service Centre 
  • by mail.

Online

You can order a replacement licence and/or learner permit online (if VicRoads holds an image of you and you have no change of personal details). The replacement card will be mailed to your recorded address within 10 working days if within Australia. 

By telephone

You can call us on 13 11 71 (Mon-Fri 8.30am - 5.00pm, Sat 8.30am - 2.00pm) to check if we hold an image of you. If we don't, you will need to apply in person at a VicRoads Customer Service Centre.

If we do hold an image of you, you can apply for a replacement card by:

  • providing your name and personal details 
  • providing your licence number (if possible) 
  • paying the replacement fee (by VISA or MasterCard only*)

* A card payment fee applies

You will be given a receipt number which you must carry at all times until you receive your replacement card.

The replacement card will be mailed to your recorded address within 10 working days.

In person at a VicRoads Customer Service Centre

If you are attending a VicRoads Customer Service Centre you need to:

If we do hold an image of you, a replacement card using that image will be used and the card will be mailed to you within 10 working days.

Evidence of identity

Evidence of identity documents will only need to be provided if:

  • VicRoads does not hold an image of you and/or 
  • there are any changes to your personal details (you must bring original evidence of identity documents and evidence related to the change).

The replacement card will be mailed to your recorded address within 10 working days.

By mail

If we do hold an image of you, you can apply for replacement licence and/or learner permit card(s) by mail. You will need to send a completed Replacement Victorian Licence or Learner Permit form [PDF 237 Kb] together with the replacement fee (cheque only) to:

Fees

You will be required to pay a licence replacement fee.

If you can't visit a VicRoads Customer Service Centre

In cases where we don't hold an image of you and you can't attend a Customer Service Centre, you will need to complete and send a Photo Kit form [PDF 95 Kb] together with the replacement fee (cheque only) to:

If you are a licence and/or learner permit holder and are temporarily interstate or overseas, you can apply to replace your licence and/or learner permit card(s) in the following ways:

  • online
  • by telephone
  • by mail.

If your personal details have changed, these will need to be amended before a replacement licence can be issued. Please see below for information about how to change your personal details.

Online

You can order a replacement licence and/or learner permit online (External link) (if VicRoads holds an image of you and you have no change of personal details). The replacement card will be mailed to your recorded address within 10 working days. If your recorded address is an overseas address, please allow two to four weeks for delivery.

By telephone

You can call us on 13 11 71 within Australia or on +61 8391 3216 from overseas (Mon-Fri 8.30am - 5.00pm, Sat 8.30am - 2.00pm) to check if we hold an image of you. If not, you will need to apply in person at a VicRoads Customer Service Centre.

If we hold an image, you can apply for a replacement card by:

  • providing your name and personal details
  • providing your licence number (if possible)
  • paying the replacement fee by VISA or MasterCard only*

You can change your address in the following ways:

If the change is completed online, please allow up to 76 hours for the address to update before requesting a replacement licence and/or learner permit.
