Fee waivers for charitable, benevolent or religious organisations
VicRoads may grant a nil registration fee for vehicles that are registered in the name of a charitable, benevolent or religious institution.
Definition of charitable, benevolent or religious institutions
Charitable institutions
These are charitable bodies that:
- are incorporated under the Associations Incorporation Act 1981, or
- are not-for-profit corporations whose principal purpose is to provide assistance to the community or animals.
Benevolent institutions
These are not-for-profit, incorporated bodies that are established for benevolent purposes and community benefit such as the relief of poverty or illness, or the provision of search and rescue services.
Religious institutions
Religious institutions are bodies that are established for the advancement of religion.
Applying for recognition from VicRoads
Institutions can apply to be placed on VicRoads' list of recognised charitable, benevolent or religious institutions.
Applications
Applications should be accompanied by:
- proof of incorporation

details of the institution’s functions and objectives

the registration numbers of eligible vehicles.

Requirements for nil registration fee
The following conditions must be met to be eligible for a nil registration fee.
- The institution is placed on VicRoads' list of recognised charitable, benevolent or religious institutions.

The vehicle is not used for hire, fare or reward (including for the carriage of passengers or load).

The vehicle is registered in the name of the organisation or institution.

The vehicle is used principally in connection with the management of the business of the organisation or institution.

This category does not include schools.

The vehicle must not be used on a regular basis by employees for private use.
