Veterans Card Victoria (VCV)

Victoria thanks Australian Defence Force (ADF) members for their service.

Past and present ADF members living in Victoria* are eligible to apply for a VCV discount for their vehicle registration(s) and marine licence. 

You must apply online for a card through the Service Victoria app or at Service Victoria in order to access discounts.

 

Apply early – you should complete the VicRoads VCV discount application at least 5 business days before your registration is due to ensure the VCV discount is applied.

The VCV discount can be applied to your next marine licence renewal up to six months (not earlier) before the marine licence expiry date. 

You can only apply one concession or VCV discount to one light vehicle registration in your (the VCV holder), or your spouse/domestic partner or carer’s name. Multiple concessions/discounts (with the exception of the ZLEV discount) cannot be applied to the same vehicle.

If you have paid for the issue or renewal of your registration/marine licence prior to obtaining your VCV discount the VCV discount will only take effect for future registration(s) and marine licence renewals and a refund will not be provided in retrospect.

*Civilian ADF employees aren't eligible for the digital Veterans card.

VicRoads discounts for VCV holders

Past and present ADF members living in Victoria are eligible for the following:

  • A discount of up to $100 per annum on registration and renewals fees of one light motor vehicle* (including motorcycle). Alternatively the $100 per annum registration discount may be applied to one light vehicle registered in the name of their spouse/domestic partner/carer (this is the only category the spouse/domestic partner/carer can claim).
  • Free registration and registration renewals for one light trailer and one free light caravan each year.
  • Free issue, reissue or renewal of a marine (boating) licence (with or without Personal Watercraft (PWC) endorsement).
  • Free addition of a PWC endorsement to a marine licence.

The VCV can only be applied to one light motor vehicle – that of the VCV holder, their spouse or domestic partner, or their carer.

*A light motor vehicle is defined as having a gross vehicle mass of 4.5 tonnes or less, and includes a sedan, car, ute, 4x4, van or motorcycle. It must be used for personal, social or domestic use.

The FAQs listed below explain how the VCV discount applies to VicRoads products and services only. For information on other entitlements for VCV card holders, see Service Victoria (External link).

Only one concession/discount (with the exception of the ZLEV discount) can be applied to a light motor vehicle registration in your (the VCV holder), or spouse/domestic partner or carer name. 

You can use your VCV card to apply for the following discounts:

  • Free trailer registration
  • Free caravan registration
  • Free marine licence.
 
I have a pension/health care concession card and am eligible for a Veterans Card Victoria. What discounts/concessions are available to me?

No.

For a discount to apply, the applicable registration or marine licence period must have a start date between 1 July 2023 and 30 June 2027.

If you have paid your registration and then apply to VicRoads to obtain your VCV discount, you cannot get a refund. The VCV discount will take effect for future renewals.

No refunds will be provided.

 
I have just renewed my registration. Can I still get a discount?

No. The discount only applies to marine (boat) licences.

Does the discount apply to driver licence renewals?

No. The discount is only available to individuals where their vehicle is being used for personal, social or domestic purposes.

Can I use the VCV discount on my company owned vehicle/s?

No. The current Transport Accident Charge (TAC) payable for light motor vehicle/motorcycle registration will continue to apply.

Does the VCV change the current TAC payable for light vehicle registration?

Yes. The VCV discount can be applied to a light motor vehicle registration in addition to the $100 ZLEV (electric vehicle) discount.

Can I receive an electric vehicle discount on my registration as well as a VCV discount?
No. The VCV discount can only be applied to the registration of one light motor vehicle or motorcycle at any time.
I have two cars registered in my name. Can I get a discount with the VCV for both cars?

If you are eligible for a VCV and are the registered operator of a car, trailer and caravan you can receive a discount on all of these in any year.

If you have paid your registration and then apply to VicRoads to obtain your VCV discount, you cannot get a refund. The VCV discount will take effect for future renewals.

No refunds will be provided.

Can I get a discount on my car, trailer and caravan in the same year?
A registration fee will continue to apply for light motor vehicles, except motorcycles. Motorcycles (where the registration fee is less than $100) and light trailers and light caravans have a nil registration fee. TAC will still be payable for light motor vehicles and motorcycles.
Can my registration be free?

No. The discount only applies to light motor vehicles that have a gross vehicle mass of 4.5 tonnes or less, and include a sedan, car, ute, 4x4, van or motorcycle being used for personal, social or domestic use.

Can the discount be applied to heavy vehicles or cars registered for commercial use?

Yes, discounts will be applied pro-rata for 3 and 6 month light motor vehicle registrations ie. $50 discount for 6 month registration and $25 discount for 3 month registration.

Is the discount applied pro-rata for shorter term registration?

I am eligible for a VCV, I don't own a car, but my spouse/domestic partner or carer does, can the discount be applied to their car?

A discount can be applied to one light motor vehicle registered in the name of the VCV holder, a VCV holder’s spouse/domestic partner or carer. 

A VCV discount cannot be applied if your spouse/domestic partner or carer is receiving another concession on any light motor vehicle registered in their name.

You must provide the name of your spouse/domestic partner or carer when applying and you will need to provide a completed Application for Veterans Card Victoria (VCV) form [95 Kb].

If you are applying via your myVicRoads account, you will need to print this form to complete it. Once completed and signed, you will need to scan it and upload to support your online application in your myVicRoads account.

 

Can I use the VCV discount for a light vehicle registered in my spouse/domestic partner or my carer’s name?

Yes, either for a spouse/domestic partner, or a carer, but not both. The VCV vehicle registration discount is for one vehicle only: the VCV holder’s vehicle, or the vehicle of their spouse/domestic partner, or the vehicle of their carer.

 

Can both my spouse/domestic partner and my carer receive the $100 VCV discount?

No. The VCV vehicle registration discount is for one vehicle only - the VCV holder’s vehicle, or the vehicle of their spouse/domestic partner, or the vehicle of their carer.

 

My carer uses their car to assist in my care. Can the discount be applied to my carer's car?

You can nominate your carer's car to receive the $100 discount on their registration. However, this cannot be in addition to a discount on your own (or spouse's/domestic partner's) car.

What about VCV holders' spouses, domestic partners and carers?

All VCV holders can access one free Marine (boat) licence over the 4 year period. This could be a Marine licence or a Marine licence with PWC endorsement.

VCV holders can also get a free PWC endorsement added to their existing marine licence.

What types of marine licences can get the VCV discount?

If you have paid your marine licence and then apply to VicRoads to obtain your VCV discount, you cannot get a refund. The VCV discount will take effect for future renewals (up to 2027).

No refunds will be provided.

You can apply for the VCV discount to be applied to your marine licence renewal up to 6 months before the expiry date.

 

What if I have recently applied for my marine licence, can I get a discount?

Yes you can apply a DVA 50-100% concession to a vehicle registered in your name or your spouse/domestic partner’s name. Go to Vehicles and Registration in your myVicRoads account. Or you can visit a VicRoads Customer Centre with appropriate documentation. See Registration concessions.

Alternately, a veteran with a DVA Gold Card/written confirmation from DVA can apply for the VCV discount to be applied to a vehicle registered in the name of their carer.

A veteran with a DVA Gold Card/written confirmation can also apply for free renewal of the registration for one light trailer and one light caravan registered in the veteran's name, and free renewal for a marine licence in the veteran's name.

 

 

Using my DVA Gold Card/DVA written confirmation, can I still get 50-100% registration concession on my light vehicle?

No. Only one concession/discount (with the exception of the ZLEV discount) can be applied to a light vehicle registration in your (veteran), or spouse/domestic partner or carer name.

I already have a DVA Gold Card or pension/health care card concession on my vehicle registration. Can I also get a $100 VCV discount?

Yes.

I have DVA Gold Card/DVA written confirmation, can I get a free trailer registration, free caravan registration and free marine licence?

VicRoads will accept a DVA Gold Card (excluding widow/widower cards) or DVA written confirmation as proof of an individual's veteran status in the event that that person does not have a VCV.

Current DVA Gold Card/DVA written confirmation holders (excluding widow/widower card holders) who present at a VicRoads Customer Service Centre or apply online seeking additional discounts associated with Veterans Card Victoria (trailer/caravan/marine licence) will be able to receive these discounts without a VCV card.

Will VicRoads accept a DVA Gold Card or DVA written confirmation if I don’t have a VCV card?

Written confirmation from the Department of Veterans' Affairs stating the veteran is entitled to a concession under one of the following sections of the Veterans' Entitlement Act 1986:

  • section 22 - as a veteran to whom section 22 of that Act applies at the 100% or higher rate, or
  • section 23
  • section 24
  • section 25
  • section 104

or

  • under Division 2, Part 4, Chapter 4 of the Military Rehabilitation and Compensation Act 2004 of the Commonwealth, as a veteran who has suffered an impairment resulting from one or more service injuries or diseases, the degree of which constitutes 40 impairment points or more.
What is DVA written confirmation?

No, a VCV discount cannot be applied if a DVA concession is being used on any other light vehicle. However, if you have a trailer or a caravan registered in your name, the VCV discount can be applied against these.

I have two cars registered in my name and a DVA Gold card. Can I have the DVA concession on one car and the VCV discount on the other?
